Abstract
Salah satu infrastruktur penting dalam sistem irigasi adalah Bendung Boreng, yang terletak di Desa Rogotrutnan, Kecamatan Lumajang, Kabupaten Lumajang. Bendung Boreng mengairi lahan pertanian seluas 247 hektar di Daerah Irigasi (D.I) Boreng. Fungsi bendung sangat terganggu sejak kerusakan terjadi pada tahun 2021. Jebolnya bendung menyebabkan banjir, yang mengganggu distribusi air irigasi dan merusak lahan pertanian, menimbulkan kecemasan bagi masyarakat sekitar. Dalam situasi seperti ini, struktur bendung harus direncanakan ulang agar fungsinya dapat dipulihkan secara efektif dan berkelanjutan.Proyek akhir ini bertujuan untuk merancang kembali Bendung Boreng berdasarkan pendekatan teknis yang mencakup analisis hidrologi, neraca air, analisis hidrolika, serta evaluasi stabilitas struktur. Analisis hidrologi dilakukan dengan menggunakan data curah hujan dari empat stasiun pengamatan, yang kemudian diolah dengan metode Polygon Thiessen dan distribusi Log Pearson Type III. Hasil analisis menghasilkan debit banjir rencana (Q100) sebesar 246.44 m³/dt, yang menjadi dasar dalam penentuan kapasitas mercu dan dimensi kolam olak. Analisis kebutuhan air dilakukan dengan metode Penman dan FJ Mock, menunjukkan bahwa debit air Sungai Kali Asem mampu memenuhi kebutuhan irigasi sepanjang tahun dengan surplus yang bervariasi.Mercu bendung dirancang dengan bentuk bulat pada elevasi +60.525 m dengan tinggi 3.36 m. Kolam olak dirancang menggunakan tipe USBR III sepanjang 9 m untuk meredam energi air dan menghindari kerusakan di hilir. Evaluasi stabilitas dilakukan terhadap berbagai kondisi, termasuk beban gempa dan banjir. Hasil perhitungan menunjukkan bahwa struktur bendung dinyatakan aman terhadap risiko guling, geser, gaya angkat (uplift), dan daya dukung tanah. Melalui perencanaan ini, diharapkan Bendung Boreng dapat kembali menjalankan perannya sebagai penyuplai air utama bagi D.I Boreng serta meningkatkan ketahanan pertanian masyarakat sekitar. Kajian teknis yang matang pada laporan ini juga dapat menjadi acuan dalam perencanaan bendung serupa di daerah lain.

One of the important infrastructures in the irrigation system is the Boreng Dam, located in Rogotrutnan Village, Lumajang District, Lumajang Regency. The Boreng Dam irrigates 247 hectares of agricultural land in the Boreng Irrigation Area (D.I). The function of the dam has been severely disrupted since the damage occurred in 2021. The dam collapse caused flooding, which disrupted the distribution of irrigation water and damaged agricultural land, causing anxiety for the surrounding community. In a situation like this, the dam structure must be redesigned so that its function can be restored effectively and sustainably.
This final project aims to redesign the Boreng Dam based on a technical approach that includes hydrological analysis, water balance, hydraulic analysis, and structural stability evaluation. Hydrological analysis was carried out using rainfall data from four observation stations, which were then processed using the Thiessen Polygon method and Log Pearson Type III distribution. The results of the analysis produced a planned flood discharge (Q100) of 246.440 m³/s, which is the basis for determining the capacity of the crest and the dimensions of the stilling basin. Water requirement analysis was conducted using the Penman and FJ Mock methods, showing that the water discharge of the Kali Asem River is able to meet irrigation needs throughout the year with varying surpluses. The dam's crest is designed in a round shape at an elevation of +60.525 m with a height of 3.36 m. The stilling basin is designed using the USBR III type with a length of 9 m to dampen water energy and avoid damage downstream. Stability evaluations were conducted under various conditions, including earthquake and flood loads. The calculation results show that the dam structure is declared safe against the risk of overturning, sliding, uplift, and soil bearing capacity. Through this planning, it is hoped that the Boreng Dam can return to its role as the main water supplier for D.I Boreng and increase the agricultural resilience of the surrounding community. The thorough technical study in this report can also be a reference in planning similar dams in other areas.
