Abstract

Bendung K Setail yang dibangun tahun 1927 dan melayani 6.422 Ha lahan irigasi di bawah KorSDA Tegaldlimo, menghadapi masalah sedimentasi serius akibat tidak adanya penanggulangan, yang menyebabkan penurunan efisiensi irigasi, terbukti dari intensitas tanam 2023 yang hanya 246% dari target 300%, sehingga berdampak negatif pada produktivitas pertanian, pendapatan petani, daya beli masyarakat, ketahanan pangan, dan inflasi, mendorong perlunya optimalisasi operasi, pemeliharaan untuk meningkatkan kinerja irigasi dan kesejahteraan petani.
Penelitian ini menganalisis kebutuhan dan ketersediaan air irigasi, serta merencanakan normalisasi tampungan bendung dan operasional pemeliharaan berdasarkan data eksisting dan laju sedimen. Proses ini mencakup perencanaan pola tanam, kontrol water balance, perhitungan BOQ dan RAB, hingga analisis BCR, yang seluruhnya bertujuan memberikan rekomendasi strategis. Hasil evaluasi Operasi dan Pemeliharaan Daerah Irigasi K Setail menunjukkan bahwa pola tanam yang diusulkan jauh lebih menguntungkan daripada pola tanam eksisting. Saat ini, pola tanam yang digunakan (padi – padi/palawija – palawija dengan awal tanam November I) menghasilkan pendapatan Rp. 298,934,672,666. Namun, melalui empat alternatif pola tanam rencana yang dianalisis untuk memaksimalkan keuntungan, ditemukan bahwa Alternatif III (padi – padi – padi dengan awal tanam Oktober II) memberikan profit tertinggi sebesar Rp. 510.288.208.819. Meskipun demikian, jika dilihat dari segi rasio keuntungan terhadap biaya (BCR), Alternatif II memiliki BCR 0,97, sementara Alternatif III menunjukkan kelayakan finansial tertinggi dengan BCR 1,13, karena nilainya lebih dari satu dan juga lebih tinggi dari BCR pola tanam eksisting 0,75. Oleh karena itu, Alternatif III direkomendasikan sebagai pola tanam paling efektif dan layak secara finansial untuk diterapkan di Daerah Irigasi K Setail.

The K Setail Weir, built in 1927 and serving 6,422 hectares of irrigation land under KorSDA Tegaldlimo, faces severe sedimentation due to a lack of mitigation efforts. This has led to a significant decrease in irrigation efficiency, evidenced by the 2023 planting intensity being only 246% of the 300% target. This issue negatively impacts agricultural productivity, farmer income, community purchasing power, food security, and inflation, highlighting the urgent need for optimized operation and maintenance to improve irrigation performance and farmer welfare.
This research analyzes irrigation water demand and availability, and plans for weir reservoir normalization and operational maintenance based on existing data and sedimentation rates. The process includes planning cropping patterns, controlling water balance, calculating Bill of Quantities (BOQ) and Detailed Cost Estimates (RAB), and conducting a Benefit-Cost Ratio (BCR) analysis, all aimed at providing strategic recommendations.
The evaluation of the Operation and Maintenance of the K Setail Irrigation Area indicates that the proposed cropping patterns are significantly more profitable than the existing one. Currently, the cropping pattern in use (rice – rice/secondary crops – secondary crops, with planting commencing in the first week of November) generates an income of Rp 298,934,672,666. However, through an analysis of four alternative cropping patterns designed to maximize profit, Alternative III (rice – rice – rice, with planting commencing in the second week of October) was found to yield the highest profit, reaching Rp 510,288,208,819. Nevertheless, when considering the Benefit-Cost Ratio (BCR), Alternative II has a BCR of 0.97, while Alternative III demonstrates the highest financial viability with a BCR of 1.13. This is because its value is greater than one and also surpasses the BCR of the existing cropping pattern 0.75. Therefore, Alternative III is recommended as the most effective and financially viable cropping pattern for implementation in the K Setail Irrigation Area
