Abstract
Kecelakaan kerja di sektor konstruksi masih menjadi tantangan serius di Indonesia, terutama akibat rendahnya penerapan sistem manajemen keselamatan dan kesehatan kerja (K3) yang efektif. Penerapan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC) dinilai mampu memberikan kerangka sistematis dalam mengelola potensi bahaya dan risiko kerja. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus pada evaluasi sistem K3 dalam proyek Pembangunan Kawasan IT Center BRI Ragunan Paket 2. Data dikumpulkan melalui observasi lapangan, wawancara mendalam dengan staf K3 dan pelaksana proyek, serta studi dokumen dan literatur. Tahapan penelitian meliputi identifikasi bahaya, penilaian risiko menggunakan skala Likelihood dan Severity, dan perumusan strategi pengendalian berdasarkan hirarki pengendalian risiko. Penelitian berhasil mengidentifikasi 101 potensi risiko dari 4 aktivitas utama dan 25 sub-aktivitas pekerjaan. Sebanyak 63% risiko tergolong sedang, 35% tinggi, dan 3% rendah. Risiko tertinggi ditemukan pada pekerjaan pengeboran awal, yang sebagian besar disebabkan oleh kelalaian dalam penggunaan alat pelindung diri (APD) dan pelanggaran prosedur kerja. Penerapan prinsip HIRARC terbukti efektif dalam mengidentifikasi dan mengelola risiko secara sistematis. Strategi pengendalian risiko melalui eliminasi, substitusi, rekayasa teknis, administrasi, dan APD berhasil menurunkan tingkat risiko pada beberapa aktivitas utama. Implementasi HIRARC dalam manajemen K3 pada proyek konstruksi dapat meningkatkan keselamatan kerja dan mengurangi potensi kecelakaan, sekaligus memberikan dasar kuat untuk pengambilan keputusan dalam mitigasi risiko di lapangan

Work accidents in the construction sector are still a serious challenge in Indonesia, especially due to the low implementation of an effective occupational safety and health (K3) management system. The application of the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method is considered to be able to provide a systematic framework in managing potential hazards and occupational risks. This study uses a qualitative descriptive approach with a focus on the evaluation of the K3 system in the BRI Ragunan IT Center Area Development Project Package 2. Data was collected through field observations, in-depth interviews with K3 staff and project implementers, as well as document and literature studies. The research stages include hazard identification, risk assessment using the Likelihood and Severity scale, and the formulation of control strategies based on the risk control hierarchy. The study successfully identified 101 potential risks from 4 main activities and 25 sub-activities of work. A total of 63% of the risk is classified as moderate, 35% high, and 3% low. The highest risks were found in the initial drilling work, which was largely caused by negligence in the use of personal protective equipment (PPE) and violations of work procedures. The application of HIRARC principles has proven to be effective in identifying and managing risks systematically. Risk control strategies through elimination, substitution, technical engineering, administration, and PPE have succeeded in reducing risk levels in several key activities. The implementation of HIRARC in K3 management in construction projects can improve occupational safety and reduce the potential for accidents, while providing a solid basis for decision-making in risk mitigation in the field.
