Abstract

Indonesia sebagai negara kepulauan sangat bergantung pada transportasi laut sebagai sarana utama penghubung antarpulau. Salah satu jenis kapal yang paling umum digunakan adalah kapal Roll-on Roll-off (Ro-Ro), yang memiliki peran penting dalam mengangkut penumpang dan kendaraan secara bersamaan. Namun, kapal Ro-Ro juga memiliki risiko tinggi terhadap insiden kebakaran, khususnya di dek kendaraan. Data Mahkamah Pelayaran menunjukkan bahwa kebakaran menjadi penyebab tertinggi kecelakaan kapal di Indonesia dalam kurun 2011–2025. Penelitian ini bertujuan untuk menganalisis kecelakaan kebakaran pada kapal Ro-Ro dari sudut pandang resilience engineering, dengan fokus pada peran kru kapal dalam mendeteksi dan menangani kebakaran secara efektif. Penelitian ini menggunakan pendekatan kombinasi metode Functional Resonance Analysis Method (FRAM) untuk memetakan hubungan antar fungsi sistem, dan Analytic Network Process (ANP) untuk menentukan prioritas tindakan dalam sistem penanganan kebakaran. Data diperoleh dari delapan responden ahli di bidang pelayaran dan keselamatan maritim. Hasil analisis menunjukkan bahwa fungsi memadamkan api yang merepresentasi sebagai Tim serang merupakan elemen paling krusial dalam menangani kebakaran di kapal Ro-Ro. Selain itu, pemodelan FRAM mengungkap bahwa seluruh fungsi dalam sistem penanganan saling terhubung satu sama lain. Kegagalan pada satu fungsi, terutama pada fungsi manusia, dapat berdampak langsung terhadap terganggunya keseluruhan sistem. Oleh karena itu, peningkatan pelatihan teknis, kesiapsiagaan kru, dan evaluasi peralatan deteksi serta pemadam kebakaran merupakan langkah penting untuk meningkatkan ketahanan sistem terhadap kebakaran.

Indonesia, as an archipelagic country, heavily relies on sea transportation as the main means of inter-island connectivity. One of the most commonly used types of vessels is the Roll-on Roll-off (Ro-Ro) ship, which plays a vital role in transporting both passengers and vehicles simultaneously. However, Ro-Ro ships also carry a high risk of fire incidents, particularly on the vehicle deck. Data from the Maritime Court indicates that fires have been the leading cause of ship accidents in Indonesia between 2011 and 2025. This study aims to analyze fire incidents on Ro-Ro ships from the perspective of resilience engineering, with a focus on the role of the crew in effectively detecting and handling fires. The study adopts a combined methodological approach using the Functional Resonance Analysis Method (FRAM) to map the interrelationships between system functions, and the Analytic Network Process (ANP) to determine action priorities within the fire response system. Data were obtained from eight expert respondents in the fields of shipping and maritime safety. The analysis results show that the fire extinguishing function, represented by the Attack Team, is the most critical element in handling fires aboard Ro-Ro vessels. Furthermore, the FRAM modeling reveals that all functions within the fire response system are interconnected. A failure in one function especially those involving human elements can directly disrupt the entire system. Therefore, enhancing technical training, improving crew preparedness, and evaluating fire detection and suppression equipment are essential steps to increase system resilience against fire incidents.
