Abstract
Pembangunan konstruksi PLTA XYZ beserta infrastruktur pendukungnya sering menghadapi berbagai tantangan dalam pelaksanaannya. Salah satu infrastruktur pendukung penting dalam PLTA adalah konstruksi irigasi. Studi ini memfokuskan dalam memilih alternatif terbaik dari 6 alternatif desain konstruksi yang tersedia di PLTA XYZ berdasarkan 5 kriteria, yaitu biaya konstruksi, durasi konstruksi, kemudahan akses, pemberdayaan tenaga kerja lokal dan dampak lingkungan. Pendekatan pengambilan keputusan dengan metode AHP (Analytical Hierarchy Procees) dan PROMETHEE digunakan agar masalah dapat diuraikan melalui kriteria dan perangkingan. AHP digunakan untuk menghitung bobot dari kelima kriteria, dan metode PROMETHEE I dan II diterapkan untuk memilih alternatif terbaik. PROMETHEE I memberikan peringkat parsial dan preferensi satu alternatif dibandingkan dengan alternatif lainnya, sedangkan PROMETHEE II memberikan peringkat lengkap dari keseluruhan alternatif. Adapun dalam penentuan weigh factor digunakan 2 sudut pandang yaitu kontraktor dan Owner serta konsultan. Dari hasil analisis didapatkan alternatif terbaik dan alternatif dengan keterpilihan terendah yang sama antara perspektif Kontraktor maupun Owner serta Konsultan yaitu alternatif 6 menempati posisi teratas dan alternatif 5 menempati posisi terakhir. Sebagai informasi tambahan, Alternatif 6 menggunakan kombinasi tiga boulder weir dan pipa HDPE dengan total kebutuhan panjang sebesar 300 meter. Sementara itu, Alternatif 5 melakukan penyadapan langsung dari bendungan, dengan total kebutuhan pipa HDPE sepanjang 4.550 meter. The construction of the XYZ Hydroelectric Power Plant (HEPP), along with its supporting infrastructure, encountered various implementation challenges. Among the essential supporting components was the irrigation structure, which played a vital role in the overall functionality of the project. This study aimed to determine the most appropriate design alternatif from six available options for the irrigation works at PLTA XYZ. The evaluation was based on five key criteria: construction cost, construction duration, ease of access, local labor utilization, and environmental impact. To support the decision-making process, a combination of the Analytical Hierarchy Process (AHP) and the Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE) was employed. AHP was used to derive the relative weights of each criterion, while PROMETHEE I and II were applied to assess and rank the alternatifs. PROMETHEE I provided a partial ranking by comparing alternatifs pairwise, whereas PROMETHEE II delivered a complete ranking of all options. The analysis incorporated two stakeholder perspectives in determining the weighting of criteria: the contractor’s viewpoint and that of the project Owner and consultant. The results indicated that Alternatif 6 ranked as the most favorable option, while Alternatif 5 was positioned as the least preferred among the six alternatifs. The analysis revealed a consensus among the Contractor, Owner, and Consultant, identifying Alternatif 6 as the most preferred option and Alternatif 5 as the least favorable. As supplementary information, Alternatif 6 utilized a combination of three boulder weirs and HDPE pipelines, with a total required length of 300 meters. Meanwhile, Alternatif 5 involved a direct intake from the dam, necessitating a total HDPE pipeline length of approximately 4,550 meters.
