Abstract

Kota Surabaya sebagai kota metropolitan terbesar menjadi salah satu destinasi urbanisasi dan pusat perindustrian yang mengalami peningkatan signifikan dalam jumlah penduduk dan volume kendaraan bermotor. Hal ini berdampak pada kemacetan dan penurunan kualitas udara, salah satunya tercermin dari tingginya kasus ISPA yang melebihi 150 ribu kasus per tahun. Konsep Low Emission Zone (LEZ) hadir sebagai strategi Transport Demand Management (TDM) untuk mengendalikan polusi dan kemacetan melalui pembatasan kendaraan bermotor pada suatu kawasan. Namun, dalam implementasinya seringkali belum efektif akibat kurangnya kajian dalam penentuan batas kawasan. Penelitian ini bertujuan menentukan kawasan potensial penerapan LEZ di Kota Surabaya melalui pendekatan analisis spasial. Tahapan diawali dengan estimasi emisi transportasi darat, yang menunjukkan Jalan Dr. Ir. H. Soekarno sebagai ruas dengan beban emisi tertinggi sekitat 6,429,857.51 ton per tahun. Selanjutnya, dilakukan identifikasi dan pembobotan faktor-faktor yang mempengaruhi emisi kendaraan menggunakan metode analisis Delphi dan AHP yang menghasilkan kriteria penentuan kawasan LEZ meliputi kinerja jalan, transportasi umum, RTH, jenis penggunaan lahan, kepadatan penduduk, dan kepadatan bangunan. Hasil pembobotan diintegrasikan melalui analisis Weighted Overlay untuk menghasilkan kawasan potensial LEZ, yang menunjukkan luas wilayah potensial sebesar 44.25 km2 atau 13,17% dari luas Kota Surabaya dengan jumlah koridor potensial tinggi sejumlah 156 ruas jalan. Implementasi LEZ perlu disertai dengan penguatan transportasi umum dan infrastruktur transportasi yang ramah lingkungan seperti jalur pejalan kaki dan sepeda.

Surabaya as the second-largest metropolitan city in Indonesia, has experienced rapid urbanization and industrial growth, resulting in a significant increase in population and motorized vehicle volume. This condition contributes to severe traffic congestion and deteriorating air quality, as reflected in over 150.000 of acute respiratory infections (ARI) reported annualy. As a Transport Demand Management (TDM) strategy, the Low Emission Zone (LEZ) concept aims to reduce emissions and congestion by restricting high emission vehicles within specific zones. However, its effectiveness remains limited due to the lack of spatial studies in defining zone boundaries. This study aims to identify potential LEZ areas in Surabaya using a spatial analysis approach. The research begins with the estimation of land transport emissions, revealing Dr. Ir. H. Soekarno Street as the highest-emitting corridor with an estimated emission load of approximately 6,429,857.51 tons per year. Subsequently, influencing factors are identified and weighted using the Delphi method and Analytical Hierarchy Process (AHP), producing six key criteria: road performance; public transportation availability; green open space; land use type; population density; and building density. These weights are integrated using Weighted Overlay analysis to delineate potential LEZ areas, resulting in a spatial extent of 44,25 km² or 13,17% of Surabaya's total area. The implementation of LEZ must be supported by the enhancement of public transportation and environmentally friendly transport infrastructure, such as pedestrian pathways and bicycle lanes.
