Abstract
Seiring dengan perkembangan zaman, ekspektasi masyarakat terhadap pelayanan yang cepat dan andal semakin meningkat. PT PLN (Persero), sebagai Badan Usaha Milik Negara (BUMN) yang memiliki mandat dalam menyediakan tenaga listrik nasional, dituntut untuk senantiasa memberikan layanan prima kepada pelanggan. Salah satu aspek krusial dalam pelayanan tersebut adalah ketersediaan material distribusi utama (MDU) yang mendukung proses penyambungan dan pemeliharaan jaringan listrik. PT PLN (Persero) UP3 Bengkulu masih menghadapi tantangan dalam pengendalian persediaan, ditandai dengan terjadinya stockout dan overstock pada sejumlah material penting seperti KWH Meter, Kabel 2X10 mm², dan berbagai jenis Miniature Circuit Breaker (MCB). Kondisi ini berdampak pada efisiensi operasional dan potensi kehilangan pendapatan. Oleh karena itu, diperlukan model pengendalian persediaan yang mampu menjaga ketersediaan material agar tetap siap digunakan saat dibutuhkan (availability), namun tanpa menimbulkan pemborosan biaya akibat penumpukan stok yang tidak efisien (holding cost). Penelitian ini bertujuan untuk mengembangkan kebijakan pengendalian persediaan yang optimal dengan menggunakan metode Periodic Review (R,s,S) yang dikombinasikan dengan simulasi Monte Carlo. Parameter pemesanan (safety stock dan order-up-to level) dihitung berdasarkan distribusi lognormal dari data permintaan historis. Simulasi dilakukan sebanyak 10 replikasi per material untuk mengevaluasi ketahanan kebijakan terhadap ketidakpastian permintaan. Hasil penelitian menunjukkan bahwa pendekatan Periodic Review dan Monte Carlo mampu meningkatkan service level hingga 100% untuk sebagian besar material, dengan total biaya yang lebih efisien dibandingkan sistem eksisting. Model ini terbukti efektif dalam meminimalkan risiko stockout dan overstock, serta dapat dijadikan sebagai acuan strategis dalam pengambilan keputusan pengadaan material di lingkungan PLN.

Along with the advancement of time, public expectations for fast and reliable services continue to rise. PT PLN (Persero), as a state-owned enterprise (SOE) mandated to provide electricity services nationwide, is required to consistently deliver excellent service to customers. One of the critical aspects of service quality lies in the availability of primary distribution materials (MDU), which support the installation and maintenance of electrical networks. PT PLN (Persero) UP3 Bengkulu is still facing challenges in inventory control, marked by occurrences of stockouts and overstocks in key materials such as KWH meters, 2X10 mm² cables, and various types of Miniature Circuit Breakers (MCB). These conditions impact operational efficiency and may result in potential revenue loss. Therefore, it is essential to develop an inventory control model that can maintain material availability to support operational readiness, while simultaneously minimizing holding costs resulting from overstocking and inefficient inventory levels. This research aims to develop an optimal inventory control policy using the Periodic Review (R,s,S) method, combined with Monte Carlo simulation. The ordering parameters (safety stock and order-up-to level) are calculated based on a lognormal distribution fitted to historical demand data. A total of 10 replications were conducted for each material to evaluate the robustness of the policy under demand uncertainty. The results show that the Periodic Review combined with Monte Carlo simulation significantly improves the service level reaching up to 100% for most materials while maintaining lower total costs compared to the existing system. This model has proven to be effective in minimizing the risks of stockout and overstock and can serve as a strategic reference for material procurement decision-making within PLN's distribution operations.
