Abstract
DKI Jakarta yang merupakan pusat destinasi mobilitas masyarakat Jabodetabek memiliki intensitas kegiatan serta aktivitas yang sangat tinggi. Menurut TomTom International BV (2024) rata-rata waktu tempuh di DKI Jakarta hanya mencapai 22 menit 40 detik untuk menempuh jarak sejauh 10 kilometer. Dalam rangka menyelesaikan permasalahan kemacetan, pemerintah provinsi DKI Jakarta menetapkan beberapa wilayah sebagai kawasan TOD menurut RDTR Jakarta 2022. Akan tetapi, hal tersebut belum dapat menyelesaikan permasalahan kemacetan yang terjadi di Jakarta sehingga membutuhkan pengoptimalan implementasi kawasan TOD di berbagai wilayah lainnya. Oleh karena itu, penelitian ini bertujuan untuk mengidentifikasi potensi kawasan Transit Oriented Development di seluruh Jakarta. Penelitian ini mengidentifikasi karakteristik built environment di Jakarta serta aksesibilitas jaringan transportasi umum di Jabodetabek untuk mengetahui potensi pengembangan kawasan TOD di Jakarta. Penelitian ini menggunakan dimensi 5D TOD dengan memanfaatkan metode MCDM, yaitu CRITIC (Criteria Importance Through Intercriteria Correlation) untuk mengetahui pembobotan dari tiap kriteria 5D serta menggunakan metode betweenness centrality untuk mengetahui aksesibilitas jaringan transportasi umum di tiap titik transit. Perhitungan indeks potensial TOD digunakan untuk mengetahui hotspots cluster yang akan digabungkan dengan indeks sentralitas dari tiap stasiun. Kedua komponen tersebut menghasilkan identifikasi potensi pengembangan kawasan Transit Oriented Development dari tiap stasiun di Jakarta. Kawasan Stasiun MRT Blok M, Dukuh Atas, Tanah Abang, dan Gondangdia merupakan kawasan yang memiliki potensi paling besar untuk konsep TOD berdasarkan kedua aspek tersebut.

DKI Jakarta, which is the center of mobility destinations for the Jabodetabek community, has a very high intensity of activities and activities. According to TomTom International BV (2024), the average travel time in DKI Jakarta is only 22 minutes and 40 seconds to cover a distance of 10 kilometers. In order to solve the congestion problem, the DKI Jakarta provincial government designated several areas as TOD areas according to the 2022 Jakarta RDTR. However, this has not been able to solve the congestion problem that occurs in Jakarta, requiring optimization of the implementation of TOD areas in various other areas. Therefore, this study aims to identify the potential for Transit Oriented Development areas throughout Jakarta. This study identifies the characteristics of the built environment in Jakarta and the accessibility of public transportation networks in Jabodetabek to determine the potential for developing TOD areas in Jakarta. This study uses the 5D TOD dimension by utilizing the MCDM method, namely CRITIC (Criteria Importance Through Intercriteria Correlation) to determine the weighting of each 5D criterion and uses the betweenness centrality method to determine the accessibility of the public transportation network at each transit point. The TOD potential index calculation is used to identify cluster hotspots, which will be combined with the centrality index of each station. These two components identify the potential for Transit-Oriented Development (TPD) development at each station in Jakarta. The Blok M, Dukuh Atas, Tanah Abang, and Gondangdia MRT stations have the greatest potential for TOD based on these two aspects.
