Abstract
Perencanaan kota yang mendukung mobilitas pejalan kaki menjadi semakin penting dalam menghadapi tantangan urbanisasi, termasuk di kawasan pendidikan Islam di Jalan KH Bisri dengan kondisi sosial budaya yang khas. Kawasan ini memiliki karakteristik mobilisasi yang didominasi oleh aktivitas berjalan kaki sehingga membutuhkan infrastruktur pejalan kaki yang layak. Akan tetapi, kebutuhan akan infrastruktur berjalan kaki di kawasan tersebut belum terpenuhi. Penelitian ini bertujuan untuk merumuskan arahan pengembangan jalur pejalan kaki pada Kawasan Pendidikan Islam Denanyar di Koridor Jalan KH Bisri Syansuri berdasarkan konsep walkability. Penelitian ini menggunakan 9 variabel penelitian dari Global Walkability Index (GWI) dari Asian Development Bank (ADB) dengan empat indikator utama, yakni keselamatan, keamanan, kenyamanan, serta daya tarik. Langkah pertama penelitian adalah mengukur tingkat walkability berdasarkan persepsi pengguna jalur pejalan kaki. Hasil penelitian menunjukkan bahwa tingkat walkability di wilayah penelitian tergolong rendah dengan kategori Waiting to Walk pada Segmen Jalan 1 dan Segmen Jalan 2, serta Not Walkable pada Segmen Jalan 3. Selanjutnya dilakukan analisis konten berdasarkan hasil wawancara mendalam kepada stakeholder dari komunitas pondok pesantren di wilayah penelitian untuk menentukan faktor penting walkability berdasarkan kebutuhan pengguna jalan. Hasilnya menunjukkan bahwa ketersediaan jalur pejalan kaki dan hambatan di jalur pejalan kaki menjadi faktor penting pemenuhan kebutuhan jalur pejalan kaki. Berdasarkan temuan tersebut, penelitian ini merumuskan arahan pengembangan yang mempertimbangkan kondisi eksisting, hasil analisis GWI, kebutuhan pengguna jalan, kebijakan terkait, best practice pengembangan jalur pedestrian, dan tantangan implementasi arahan di lapangan. Rumusan arahan yang dihasilkan meliputi penyediaan elemen traffic calming, penetapan Zona Selamat Sekolah (ZoSS), pembatasan kecepatan, penertiban PKL, penyediaan kamera keamanan dan lampu jalan, serta penyediaan dan revitalisasi jalur pejalan kaki yang dilengkapi dengan marka disabilitas. Arahan ini bertujuan menciptakan jalur pejalan kaki yang aman, nyaman, menarik, dan mampu mendukung aktivitas mobilitas komunitas pondok pesantren di Kawasan Pendidikan Islam Denanyar.

Urban planning that supports pedestrian mobility is becoming increasingly important in addressing the challenges of urbanisation, including in the Islamic education area on Jalan KH Bisri with its unique socio-cultural conditions. This area has characteristics of mobility dominated by walking activities, thus requiring adequate pedestrian infrastructure. However, the need for pedestrian infrastructure in this area has not yet been met. This study aims to formulate guidelines for the development of pedestrian pathways in the Islamic Education Area of Denanyar along Jalan KH Bisri Syansuri based on the concept of walkability. The study utilises nine research variables from the Global Walkability Index (GWI) of the Asian Development Bank (ADB), with four main indicators: safety, security, comfort, and attractiveness. The first step of the study was to measure the level of walkability based on the perceptions of pedestrian path users. The results showed that the walkability level in the study area was low, categorised as ‘Waiting to Walk’ for Road Segment 1 and Road Segment 2, and ‘Not Walkable’ for Road Segment 3. Subsequently, a content analysis was conducted based on in-depth interviews with stakeholders from the boarding school community in the study area to determine the key factors of walkability based on user needs. The results indicate that the availability of pedestrian paths and obstacles on pedestrian paths are important factors in meeting pedestrian path needs. Based on these findings, this study formulates development guidelines that consider existing conditions, GWI analysis results, road user needs, relevant policies, best practices in pedestrian path development, and implementation challenges in the field. The resulting guidelines include the provision of traffic calming elements, the establishment of School Safety Zones (ZoSS), speed limits, the regulation of street vendors, the provision of security cameras and street lights, as well as the provision and revitalisation of pedestrian paths equipped with disability markings. These guidelines aim to create safe, comfortable, attractive pedestrian paths that support the mobility activities of the pondok pesantren community in the Denanyar Islamic Education Zone.
