Abstract

Kota Surabaya sebagai kota metropolitan terbesar kedua di Indonesia menghadapi banyak tantangan dan persoalan perkotaan yang kompleks, seperti masifnya urbanisasi, peningkatan dinamika penduduk, degradasi lingkungan, dan beberapa permasalahan lainnya yang dapat berpotensi mengancam daya dukung Kota Surabaya apabila berlangsung dalam jangka panjang. Oleh sebab itu, penelitian ini bertujuan untuk merumuskan penilaian konsep Fundamental Power of The City sebagai langkah adaptif untuk menilai dinamika perkotaan secara komprehensif berdasarkan tiga pilar utama (sustainable city, smart city, dan resilient city). Metode pengumpulan data pada penelitian ini menggunakan data sekunder yang didapatkan dari data statistik, publikasi website pemerintahan, dan dokumen kebijakan. Penelitian ini menggunakan pendekatan kuantitatif dan berfokus pada dua sasaran penelitian, yakni tahap pertama dilakukan untuk menentukan kriteria penilaian Indeks Fundamental Power of The City dengan metode analisis statistik kuantitatif, analisis variabilitas (coefficient of variations), dan analisis korelasi antar variabel menggunakan pearson correlation. Setelah dilakukan proses analisis pada tahap pertama, selanjutnya dilakukan proses perhitungan nilai indeks komposit Fundamental Power of The City dengan metode linear ordering berupa Hellwig Method untuk mengetahui urutan peringkat pada masing-masing Unit Pengembangan (UP) di Kota Surabaya. Berdasarkan hasil analisis, didapatkan 32 kriteria penilaian yang meliputi 13 kriteria pada indikator sustainable city, 11 kriteria pada indikator smart city, dan 8 kriteria pada resilient city. Nilai Indeks Fundamental Power of The City menunjukkan bahwa UP II Kertajaya menempati urutan peringkat pertama dengan perolehan indeks 0.4855. Sementara itu, UP V Tanjung Perak memperoleh peringkat terendah dengan nilai indeks sebesar 0.2719. Kondisi tersebut menunjukkan bahwa UP II Kertajaya mayoritas memiliki capaian kinerja relatif lebih baik dibandingkan wilayah lainnya pada masing-masing indikator.

Surabaya City as the second largest metropolitan city in Indonesia faces many challenges and complex urban issues, such as massive urbanization, increasing population dynamics, environmental degradation, and several other problems that could potentially threaten the carrying capacity of Surabaya City if they persist in the long term. Therefore, this study aims to formulate an assessment of the Fundamental Power of The City concept as an adaptive step to assess urban dynamics comprehensively based on three main pillars (sustainable city, smart city, and resilient city). The data collection method in this study uses secondary data obtained from statistical data, government website publications, and policy documents. This study uses a quantitative approach and focuses on two research objectives, namely the first stage is carried out to determine the assessment criteria for the Fundamental Power of The City Index using quantitative statistical analysis methods, analysis of variability (coefficient of variations), and correlation analysis between variables using Pearson correlation. After the analysis process in the first stage is carried out, the next process is the calculation of the composite index value of the Fundamental Power of The City using the linear ordering method in the form of the Hellwig Method to determine the ranking order of each Development Unit (UP) in Surabaya City. Based on the analysis results, 32 assessment criteria were obtained, including 13 criteria for the sustainable city indicator, 11 criteria for the smart city indicator, and 8 criteria for the resilient city. The Fundamental Power of The City Index value shows that UP II Kertajaya ranks first with an index of 0.4855. Meanwhile, UP V Tanjung Perak obtained the lowest ranking with an index value of 0.2719. This condition indicates that UP II Kertajaya mostly has relatively better performance achievements compared to other regions in each indicator.
