Abstract

Sebagai kota metropolitan terbesar kedua di Indonesia, Surabaya menghadapi tantangan urbanisasi yang memicu masalah sosial seperti individualisme, serta masalah lingkungan seperti polusi udara dan kemacetan lalu lintas. Salah satu upaya yang dilakukan Pemerintah Kota Surabaya dalam mengatasi masalah lingkungan yakni dengan menerapkan program Car Free Day (CFD) sejak tahun 2013, yang bertujuan mengurangi polusi udara akibat emisi kendaraan. Meskipun belum sepenuhnya berhasil, CFD Surabaya telah berkembang menjadi ruang terbuka publik temporer yang multifungsi dalam mewadahi berbagai aktivitas masyarakat. Pergeseran fungsi ini menunjukkan potensi CFD Surabaya sebagai wadah interaksi sosial yang mampu membentuk kohesi sosial. Dengan ini, maka dirumuskan arahan pengembangan dalam mendorong terbentuknya interaksi sosial. Metode modified delphi digunakan dalam mendapatkan indikator yang dinilai mampu mendorong terbentuknya interaksi sosial di CFD Jalan Raya Darmo. Metode Importance Performance Analysis (IPA) digunakan untuk menilai kinerja indikator dan mendapatkan indikator yang kualitasnya perlu ditingkatkan. Perumusan arahan pengembangan menggunakan teknik validasi triangulasi dengan membandingkan kondisi eksisting, tinjauan teori atau kebijakan, serta best practice. Hasil arahan pengembangan diantaranya, (1) Mewujudkan tata kelola CFD kolaboratif berbasis multi pemangku kepentingan; (2) Melaksanakan kemitraan dengan komunitas dan sektor privat; (3) Digitalisasi manajemen informasi, kerja sama, dan perizinan; (4) Penyediaan fasilitas penunjang untuk kelompok rentan; (5) Penambahan dan penataan perabot jalanan; (6) Penerapan perabot jalan dengan desain dan tampilan menarik; (7) Pendistribusian kegiatan ke seluruh ruang yang tersedia untuk memperkuat pengawasan sosial; (8) Penguatan kontrol keamanan dengan kehadiran petugas dan pengawasan melalui CCTV; (9) Pembagian zona berkegiatan; (10) Penyediaan tempat sampah dan toilet yang cukup dan strategis; dan (11) Pemeliharaan rutin oleh petugas.

As the second-largest metropolitan city in Indonesia, Surabaya faces urbanization challenges that trigger social issues such as individualism, as well as environmental problems like air pollution and traffic congestion. One of the efforts made by the Surabaya City Government to address environmental issues is the implementation of the Car Free Day (CFD) program since 2013, which aims to reduce air pollution caused by vehicle emissions. Although not yet fully successful, Surabaya’s CFD has evolved into a multifunctional temporary public open space that accommodates various community activities. This shift in function demonstrates the potential of Surabaya’s CFD as a platform for social interaction that can foster social cohesion. With this in mind, development guidelines were formulated to encourage the formation of social interaction. The modified Delphi method was used to identify indicators deemed capable of promoting social interaction at CFD Jalan Raya Darmo. The Importance Performance Analysis (IPA) method was employed to assess indicator performance and identify indicators requiring quality improvement. The development guidelines were formulated using a triangulation validation technique by comparing existing conditions, theoretical or policy reviews, and best practices. The resulting development guidelines include, (1) Establishing collaborative, multi-stakeholder-based CFD governance; (2) Implementing partnerships with communities and the private sector; (3) Digitizing information management, collaboration, and licensing; (4) Providing support facilities for vulnerable groups; (5) Adding and organizing street furniture; (6) Implementing street furniture with attractive designs and appearances; (7) Distributing activities across all available spaces to strengthen social oversight; (8) Enhancing security control through officer presence and CCTV monitoring; (9) Dividing activity zones; (10) Providing sufficient and strategically placed trash bins and toilets; and (11) Routine maintenance by officers.
