Abstract
Taman Flora merupakan salah satu Ruang Bermain Ramah Anak (RBRA) di Kota Surabaya dengan pengunjung utama anak usia 1-12 tahun beserta keluarganya karena taman ini dilengkapi dengan fasilitas rekreasi dan edukasi yang mendukung tumbuh kembang anak. Penelitian sebelumnya menyoroti terkait kualitas aksesibilitas di Taman Flora masih terdapat beberapa permasalahan terutama dalam penyediaan fasilitas (Sadad, 2024) dan belum optimalnya Taman Flora dari segi sarana pendidikan dan kemudahan akses termasuk masyarakat disabilitas (Pradana, 2018). Aksesibilitas merupakan suatu aspek penting dalam mewujudkan suatu ruang yang inklusif. Namun, inklusivitas tidak hanya mengacu pada akses fisik, tetapi juga mencakup aspek sensorik, kognitif, dan sosial. Penelitian ini bertujuan untuk menilai tingkat inklusivitas dari ruang bermain anak di Taman Flora, Kota Surabaya dengan dua sasaran untuk mencapai tujuan. Sasaran pertama, menentukan kriteria-kriteria yang berpengaruh terhadap inklusivitas dengan metode analisis delphi yang melibatkan pemerintah dan praktisi. Kriteria-kriteria berpengaruh tersebut meliputi aksesibilitas, keberagaman aktivitas, interaksi sosial, keamanan dan kenyamanan yang kemudian digunakan dalam menilai tingkat inklusivitas berdasarkan persepsi anak disabilitas dan non disabilitas menggunakan skala likert. Sasaran kedua, penilaian tingkat inklusivitas ini melibatkan 100 responden dan mendapatkan hasil penilaian melalui analisis skoring terhadap keseluruhan kriteria yang berpengaruh yaitu nilai inklusivitas Ruang Bermain Ramah Anak di Taman Flora secara keseluruhan dalam kategori “tinggi” dengan persentase 73%. Berdasarkan aspek fisik memperoleh kategori “tinggi” dengan persentase 73%, aspek sensorik memperoleh kategori “tinggi” dengan persentase 70%, aspek sosial memperoleh kategori “tinggi” dengan persentase 73%, aspek kognitif memperoleh kategori “tinggi” dengan persentase 74%. Hal ini menunjukkan bahwa Taman Flora telah menyediakan lingkungan yang inklusif bagi tumbuh kembang anak baik dari aspek fisik maupun aspek sensorik, sosial, dan kognitif.

Taman Flora is one of the Child-Friendly Play Areas (RBRA) in Surabaya City, with its main visitors being children aged 1-12 years and their families, as the park is equipped with recreational and educational facilities that support children's growth and development. Previous research has highlighted issues related to the quality of accessibility at Taman Flora, particularly in terms of facility provision (Sadad, 2024) and the park's inadequate educational resources and accessibility, including for people with disabilities (Pradana, 2018). Accessibility is a crucial aspect in creating an inclusive space. However, inclusivity is not only about physical access but also encompasses sensory, cognitive, and social aspects. This study aims to assess the level of inclusivity of the children's play area at Taman Flora, Surabaya, with two objectives to achieve the goal. The first objective is to determine the criteria influencing inclusivity using the Delphi analysis method involving government officials and practitioners. These criteria include accessibility, diversity of activities, social interaction, safety, and comfort, which are then used to assess the level of inclusivity based on the perceptions of children with and without disabilities using a Likert scale. The second objective, the assessment of the level of inclusivity, involved 100 respondents and obtained assessment results through scoring analysis of all influential criteria, namely the overall inclusivity value of the Child-Friendly Playground at Taman Flora in the “high” category with a percentage of 73%. Based on the physical aspect, it received a “high” category with a percentage of 73%, the sensory aspect received a “high” category with a percentage of 70%, the social aspect received a ‘high’ category with a percentage of 73%, and the cognitive aspect received a “high” category with a percentage of 74%. This indicates that Taman Flora has provided an inclusive environment for children's growth and development, both in terms of physical and sensory, social, and cognitive aspects.
