Abstract

Hasil kerja Direktorat Jenderal Bina Marga ketika melakukan kegiatan preservasi jalan diukur melalui Indikator Kinerja Program (IKP) ditetapkan dalam Pedoman Bidang Jalan dan Jembatan No.07/P/BM/2021 yang merupakan Indikator untuk mengukur pemenuhan atas tingkat layanan jaringan jalan. IKP terdiri atas 4 komponen, dengan nilai IKP dihitung sebagai rata-rata dari 4 komponen tersebut. Komponen-komponen IKP tersebut dinyatakan dengan ketidakrataan International Roughness Index (IRI), kondisi permukaan perkerasan Pavement Condotion Index (PCI), sisa umur perkerasan Remaining Structural Life of Pavement (RSL), dan efektivitas drainase, dengan bobot tiap komponen yang ditetapkan dalam Pedoman Direktorat Jenderal Bina Marga adalah IRI 60%, PCI 10%, RSL 15%, dan efektivitas drainase 15%. Bobot tersebut dapat disesuaikan dengan kondisi spesifik di setiap Balai atau di setiap Provinsi. Penelitian ini bertujuan untuk mengkaji komponen IKP yang telah ditetapkan didalam pedoman, serta menambah komponen lain yang memungkinkan sesuai dengan wilayah Provinsi tinjauan. Analisis dilakukan dengan menggunakan metode Analitical Hierarchy Process (AHP) untuk memperoleh pemeringkatan tiap komponen IKP. Hasil penelitian ini menunjukkan bobot komponen yang diperoleh berdasarkan analisis AHP, untuk komponen sesuai pedoman pada Provinsi Jawa Timur adalah IRI 31%, PCI 30%, RSL 19%, dan efektivitas drainase 20%. Bobot komponen untuk provinsi Papua adalah IRI 33%, PCI 30%, RSL 20%, dan efektivitas drainase 17%. Kemudian untuk bobot komponen tambahan pada Provinsi Jawa Timur IRI 25%, PCI 23%, RSL 15%, Efektivitas Drainase 16% dan Kondisi Lereng 21% pada Provinsi Papua IRI 28%, PCI 25%, RSL 18%, Efektivitas Drainase 15% dan Kondisi Lereng 14%.

The work results of the Directorate General of Highways when carrying out road preservation activities are measured through the Program Performance Indicators (IKP) stipulated in the Road and Bridge Sector Guidelines No. 07/P/BM/2021, which are indicators for measuring the fulfillment of the road network service level. The IKP consists of four components, with the IKP value calculated as the average of the four components. These IKP components are expressed by the unevenness of the International Roughness Index (IRI), the surface condition of the pavement (Pavement Condition Index (PCI), the remaining life of the pavement (Remaining Structural Life of Pavement (RSL)), and drainage effectiveness, with the weighting of each component stipulated in the Directorate General of Highways Guidelines being IRI 60%, PCI 10%, RSL 15%, and drainage effectiveness 15%. These weights can be adjusted to the specific conditions in each Office or in each Province. This study aims to examine the IKP components that have been stipulated in the guidelines, as well as add other components that are possible according to the review Province area. The analysis was conducted using the Analytical Hierarchy Process (AHP) method to obtain the ranking of each IKP component. The results of this study show the component weights obtained based on the AHP analysis, for components according to the guidelines in East Java Province are IRI 31%, PCI 30%, RSL 19%, and drainage effectiveness 20%. The component weights for Papua Province are IRI 33%, PCI 30%, RSL 20%, and drainage effectiveness 17%. Then for the additional component weights in East Java Province IRI 25%, PCI 23%, RSL 15%, Drainage Effectiveness 16% and Slope Condition 21% in Papua Province IRI 28%, PCI 25%, RSL 18%, Drainage Effectiveness 15% and Slope Condition 14%
