Abstract
Kota Surabaya mengalami peningkatan kemacetan seiring pertumbuhan jumlah kendaraan bermotor yang mencapai 3,586 juta unit pada 2023, dengan laju pertumbuhan penduduk 0,42% per tahun. Kondisi ini berdampak pada penurunan kinerja jalan arteri utama, seperti Jalan Diponegoro, Raya Darmo, Basuki Rahmat, Embong Malang, dan Panglima Sudirman, terutama pada jam sibuk. Metode Ekivalensi Mobil Penumpang (EMP) MKJI 1997 yang menetapkan EMP sepeda motor sebesar 0,25 dinilai kurang relevan karena tidak mencerminkan karakteristik lalu lintas saat ini yang didominasi sepeda motor. Oleh karena itu, penelitian ini dilakukan untuk mengevaluasi nilai EMP yang lebih akurat menggunakan metode Time Headway, yang menilai jarak antar kendaraan berdasarkan selang waktu melintas untuk merepresentasikan kondisi lalu lintas dinamis di Surabaya.
Penelitian ini menggunakan metode Time Headway dengan pengamatan lalu lintas pada enam ruas jalan arteri kota Surabaya bertipe 6/2 D dan 4/1. Data yang dikumpulkan meliputi volume, kecepatan, kepadatan, dan derajat kejenuhan (DS) untuk menghitung EMP sepeda motor serta menganalisis kinerja lalu lintas dan hubungan Greenshield.
Hasil penelitian menunjukkan tiga temuan utama. Pertama, nilai EMP sepeda motor hasil Time Headway bervariasi dan cenderung meningkat pada derajat kejenuhan tinggi, misalnya 0,90 pada Jalan Embong Malang (DS=0,79) dan 0,91 pada Jalan Raya Darmo Utara (DS=0,59), lebih besar daripada nilai tetap MKJI 0,25. Kedua, kinerja lalu lintas dipengaruhi oleh kapasitas, volume, kecepatan, dan kepadatan, dengan volume tertinggi terjadi pada jam sibuk dan kecepatan rata-rata tertinggi pada malam hari; derajat kejenuhan tertinggi tercatat di Jalan Embong Malang dengan DS>1,0. Ketiga, hubungan volume, kecepatan, dan kepadatan menunjukkan nilai maksimum lebih tinggi jika menggunakan EMP Time Headway dibandingkan MKJI, misalnya Qmax 6119 smp/jam dan Dmax 934 smp/km di Jalan Embong Malang.

Surabaya City has experienced increasing traffic congestion in line with the growth of motor vehicles, which reached 3.586 million units in 2023, while the annual population growth rate is 0.42%. This condition has led to a decline in the performance of major arterial roads, such as Diponegoro, Raya Darmo, Basuki Rahmat, Embong Malang, and Panglima Sudirman, particularly during peak hours. The Passenger Car Equivalent (PCE) value in the 1997 Indonesian Highway Capacity Manual (MKJI), which sets the motorcycle PCE at 0.25, is considered less relevant as it does not reflect current traffic characteristics dominated by motorcycles. Therefore, this study aims to evaluate a more accurate PCE using the Time Headway method, which assesses the spacing between vehicles based on the time interval of passage, representing dynamic traffic conditions in Surabaya.
This study employed the Time Headway method through traffic observations on six arterial road segments of Surabaya with 6/2 D and 4/1 configurations. The collected data included traffic volume, speed, density, and degree of saturation (DS) to calculate motorcycle PCE values and to analyze traffic performance as well as Greenshield relationships.
The findings reveal three main results. First, motorcycle PCE values using Time Headway vary and tend to increase under high DS conditions, such as 0.90 on Embong Malang Street (DS = 0.79) and 0.91 on North Raya Darmo Street (DS = 0.59), which are higher than the fixed MKJI value of 0.25. Second, traffic performance is influenced by road capacity, volume, speed, and density, where peak volumes occur during rush hours and the highest average speeds are observed at night; the highest DS (>1.0) was recorded on Embong Malang Street. Third, the relationship between volume, speed, and density shows higher maximum values when using Time Headway-based PCE compared to MKJI, for example, Qmax 6,119 pcu/h and Dmax 934 pcu/km on Embong Malang Street.
