Abstract
Wilayah pesisir Pamurbaya di Surabaya Timur merupakan kawasan strategis yang menopang ekosistem pesisir sekaligus menjadi ruang hidup bagi sekitar 8.000 keluarga nelayan. Dalam beberapa tahun terakhir, kawasan ini menghadapi tekanan ekologis akibat sedimentasi, reklamasi, dan ekspansi industri pesisir, yang menyebabkan degradasi habitat laut, terganggunya jalur migrasi ikan, dan penurunan hasil tangkapan. Penelitian ini bertujuan untuk mengidentifikasi elemen-elemen pembentuk ruang maritim serta mengkaji fenomena ruang laut Pamurbaya dengan mengintegrasikan dimensi fisik, sosial, budaya, dan ekologis secara menyeluruh.
Penelitian menggunakan pendekatan kualitatif dengan kerangka rasionalistik dan fenomenologis. Data diperoleh melalui wawancara, observasi lapangan, dan studi dokumen, serta dianalisis dengan metode Modified Delphi untuk membangun konsensus antarpakar dan pemangku kepentingan. Pemetaan kognitif dilakukan melalui peta buta hasil ingatan spasial nelayan. Hasil menunjukkan bahwa konfigurasi ruang maritim Pamurbaya dibentuk oleh interaksi antara dinamika fisik (pasang surut, arus laut, suhu, salinitas, habitat biota, pola migrasi ikan, dan infrastruktur) dan aspek sosial-budaya (hak ulayat, adaptasi nelayan, interaksi sosial, serta jalur pelayaran tradisional). Reklamasi dan perubahan lingkungan telah mendorong terjadinya pergeseran spasial-temporer serta redefinisi nilai ekonomi ruang oleh komunitas nelayan. Penelitian ini menyimpulkan bahwa ruang maritim Pamurbaya adalah ruang yang hidup—dimaknai secara kultural, dimanfaatkan secara adaptif, dan dipertahankan melalui pengetahuan lokal. Oleh karena itu, perencanaan ruang pesisir perlu mengintegrasikan sistem nilai lokal dengan kebijakan formal untuk menjaga keseimbangan antara pembangunan dan keberlanjutan ekosistem. Temuan ini memperkaya kajian tentang interaksi sosial-ekologis di wilayah pesisir dan dapat diadaptasi untuk kawasan lain yang menghadapi tekanan serupa.

The Pamurbaya coastal area in East Surabaya is a strategic region that supports coastal ecosystems while serving as a living space for approximately 8,000 fishing families. In recent years, the area has faced escalating ecological pressures due to sedimentation, land reclamation, and coastal industrial expansion—resulting in habitat degradation, disrupted fish migration routes, and declining fish catches. This study aims to identify the key elements shaping maritime space and to examine the spatial phenomenon of Pamurbaya’s seascape by integrating physical, social, cultural, and ecological dimensions in a comprehensive manner.
The research adopts a qualitative approach framed within both rationalist and phenomenological perspectives. Data were collected through interviews, field observations, and document analysis, and were examined using the Modified Delphi method to establish consensus among experts and stakeholders. Cognitive mapping was conducted through sketch maps based on the spatial memory of local fishers. The findings reveal that Pamurbaya’s maritime spatial configuration is shaped by the interaction between physical dynamics (tides, ocean currents, temperature, salinity, marine habitats, fish migration patterns, and infrastructure) and socio-cultural aspects (customary sea tenure, fisher adaptation, social interaction, and traditional navigation routes). Reclamation and environmental change have prompted spatio-temporal shifts and led the fishing communities to redefine the economic value of maritime space. This study concludes that the maritime space of Pamurbaya is a living space—culturally meaningful, adaptively utilized, and sustained through local ecological knowledge. Therefore, coastal spatial planning must integrate local value systems with formal policy frameworks to maintain a balance between development and ecosystem sustainability. These findings enrich the discourse on socio-ecological interaction in coastal areas and may be adapted for other regions facing similar pressures.
