Abstract
Aktivitas di pelabuhan khusus memiliki tingkat risiko yang tinggi, terutama pada proses loading-unloading yang melibatkan alat berat, bahan berbahaya, dan interaksi manusia-mesin, serta kegiatan berthing-unberthing kapal. Penelitian ini bertujuan untuk melakukan penilaian keselamatan kerja di pelabuhan khusus X menggunakan metode HIRARC (Hazard Identification, Risk Assessment, and Risk Control). Metode ini mencakup tiga tahap utama: identifikasi bahaya, penilaian risiko berdasarkan parameter kemungkinan (likelihood) dan keparahan (severity), serta rekomendasi tindakan pengendalian. Pengumpulan data dilakukan melalui observasi lapangan, wawancara dengan pekerja, dan analisis dokumen internal pelabuhan. Hasil penelitian berhasil mengidentifikasi sejumlah potensi bahaya signifikan, seperti risiko jatuh dari ketinggian saat bongkar muat kontainer, tertimpa beban selama proses lifting, serta risiko ledakan dan kebakaran akibat penanganan muatan berbahaya seperti isotank LNG dan kontainer detonator. Analisis risiko menunjukkan adanya 7 risiko berkategori "Ekstrem" dan 8 risiko berkategori "Tinggi" sebelum adanya tindakan perbaikan. Setelah penerapan tindakan perbaikan seperti penyusunan Prosedur Teknis Standar (STP), Rencana Tanggap Darurat, dan peningkatan sistem proteksi kebakaran, seluruh risiko kategori "Ekstrem" berhasil dieliminasi dan risiko "Tinggi" berkurang menjadi 6 risiko. Meskipun beberapa pengendalian seperti penggunaan APD dan SOP telah ada, penelitian ini menemukan bahwa belum tersedia data kuantitatif mengenai frekuensi kecelakaan yang terdokumentasi dengan baik, sehingga penilaian risiko bersifat estimatif. Oleh karena itu, penelitian ini merekomendasikan peningkatan sistem dokumentasi insiden, penguatan pengendalian teknis dan administratif, pelaksanaan pelatihan keselamatan secara berkala, dan integrasi penuh metode HIRARC ke dalam Sistem Manajemen K3 pelabuhan. Hasil penelitian ini diharapkan dapat menjadi referensi bagi otoritas pelabuhan dalam menyusun strategi mitigasi risiko yang lebih efektif dan membangun budaya kerja yang aman.

Activities in special ports have a high level of risk, especially in the loading-unloading process involving heavy equipment, hazardous materials, and human-machine interactions, as well as ship-unloading activities. This study aims to conduct a work safety assessment at the special port X using the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method. This method includes three main stages: hazard identification, risk assessment based on likelihood and severity parameters, and recommendations for control actions. Data collection was carried out through field observations, interviews with workers, and analysis of internal port documents. The results of the study successfully identified a number of potential significant hazards, such as the risk of falling from a height during the loading and unloading of containers, being hit by loads during the lifting process, as well as the risk of explosion and fire due to the handling of hazardous cargoes such as LNG isotanks and detonator containers. Risk analysis showed that there were 7 risks categorized as "Extreme" and 8 risks categorized as "High" before any corrective action. After the implementation of remedial measures such as the preparation of Standard Technical Procedures (STPs), Emergency Response Plans, and improvements to the fire protection system, all risks in the "Extreme" category were successfully eliminated and the "High" risks were reduced to 6 risks. Although some controls such as the use of PPE and SOPs are in place, this study found that there is no well-documented quantitative data on the frequency of accidents, so the risk assessment is estimated. Therefore, this study recommends improving the incident documentation system, strengthening technical and administrative controls, implementing regular safety training, and fully integrating the HIRARC method into the port K3 Management System. The results of this study are expected to be a reference for port authorities in developing more effective risk mitigation strategies and building a safe work culture.
