Abstract

Penelitian ini mengembangkan model perencanaan distribusi gula dari pabrik di Merauke, Papua, dengan fokus pada optimalisasi distribusi untuk mendukung program Food Estate yang bertujuan meningkatkan ketahanan pangan nasional. Model ini memanfaatkan metode Transportation Problem dan Mixed Integer Linear Programming (MILP) untuk menentukan rute distribusi yang paling efisien serta jenis kapal yang optimal, dengan kapal General Cargo dipilih sebagai alat angkut utama dibandingkan kapal Petikemas karena fleksibilitasnya dalam menangani muatan gula dalam jumlah besar. Analisis kondisi eksisting mencakup evaluasi infrastruktur pelabuhan di berbagai daerah tujuan, seperti Jayapura, Biak, Serui, Manokwari, Fak-fak, Sorong, Nabire, dan Timika, serta perhitungan rinci biaya distribusi yang meliputi komponen VCH, cargo handling, pergudangan, trucking, dan transhipment, dengan total biaya agregat mencapai 1.197.440 Jt-Rp. Hasil penelitian menunjukkan bahwa distribusi gula dapat dioptimalkan dengan menekan disparitas biaya hingga 4% untuk Jayapura, yang merupakan tujuan terjauh dari Merauke, dan hingga -6% untuk Timika, tujuan terdekat, berdasarkan analisis ketersediaan stok gudang, pola operasi rute, dan efisiensi transportasi. Pendekatan ini juga mempertimbangkan faktor-faktor seperti volume pengiriman dan jadwal operasional untuk memastikan pasokan gula yang konsisten ke wilayah timur Indonesia. Penelitian ini tidak hanya memberikan solusi praktis untuk distribusi gula, tetapi juga mendukung pengambilan keputusan strategis dalam manajemen rantai pasok komoditas pangan, sehingga berkontribusi signifikan terhadap stabilitas pasokan gula dan penguatan ketahanan pangan di tingkat nasional.

This research develops a distribution planning model for sugar from a factory in Merauke, Papua, with a focus on optimizing distribution to support the Food Estate program, which aims to enhance national food security. The model employs the Transportation Problem method and Mixed Integer Linear Programming (MILP) to determine the most efficient distribution routes and optimal vessel types, with General Cargo ships selected as the primary transport mode over container ships due to their flexibility in handling large sugar consignments. The existing condition analysis includes an evaluation of port infrastructure across various destination regions, such as Jayapura, Biak, Serui, Manokwari, Fak-fak, Sorong, Nabire, and Timika, alongside a detailed calculation of distribution costs, encompassing components such as VCH, cargo handling, warehousing, trucking, and transhipment, with an aggregate total cost of Rp 1.197.440 Mio-Rp. The research findings indicate that sugar distribution can be optimized by reducing cost disparities to 4% for Jayapura, the farthest destination from Merauke, and to -6% for Timika, the nearest destination, based on analyses of warehouse stock availability, route operation patterns, and transportation efficiency. This approach also considers factors such as shipment volume and operational schedules to ensure a consistent sugar supply to eastern Indonesia. The study not only provides practical solutions for sugar distribution but also supports strategic decision-making in the management of food commodity supply chains, thereby making a significant contribution to the stability of sugar supply and the strengthening of national food security.
