Abstract

Pertamax Green merupakan bahan bakar campuran yang ramah lingkungan sebagai bagian dari strategi dekarbonisasi energi nasional. Salah satu bahan baku utamanya adalah bioethanol yang dapat dihasilkan dari biomassa, seperti tebu. Namun, rantai pasok bioethanol di Indonesia masih menghadapi berbagai kendala, mulai dari pasokan bahan baku yang tidak merata, keterbatasan fasilitas pengolahan, hingga distribusi ke wilayah demand yang tersebar. Oleh karena itu, diperlukan perencanaan rantai pasok terpadu untuk mendukung ketersediaan bioethanol dalam mendukung produksi Pertamax Green. Penelitian tugas akhir ini melakukan perencanaan rantai pasok bioethanol dengan 3 wilayah studi kasus karena wilayah tersebut merupakan rencana ruang lingkup pertamina. Perencanaan alur rantai pasok dari lahan tebu menuju fasilitas pengolahan bioethanol dan kemudian ke Terminal BBM (TBBM) menggunakan biaya minimum. Metode yang digunakan dalam penelitian ini adalah vehicle routing problem untuk optimasi rute distribusi bioethanol, serta set covering dalam perencanaan pembangunan fasilitas pembuatan bioethanol. Hasil analisis menunjukkan bahwa pola transportasi yang efisien adalah kombinasi moda truk dan kapal tanker menggunakan skema pemilihan antara rute jalur darat dan rute jalur laut. Dengan skema jalur laut terpilih menggunakan voyage chater hire, dengan total biaya rantai pasok sebesar Rp 16.939/liter untuk skema voyage charter hire sedangkan Rp 20.883/liter untuk skema time charter hire. Adapun lokasi optimal untuk pembangunan fasilitas pengumpulan dan distribusi bioethanol terdapat di 10 Provinsi sebagai simpul utama rantai pasok yang melayani kebutuhan TBBM di kawasan Indonesia Tengah dan Timur.

Pertamax Green is an eco-friendly blended fuel developed as part of Indonesia's national energy decarbonization strategy. One of its main components is bioethanol, which can be produced from biomass such as sugarcane. However, Indonesia's bioethanol supply chain still faces several challenges, including uneven raw material distribution, limited processing facilities, and scattered demand locations. Therefore, an integrated supply chain planning approach is required to ensure the availability of bioethanol for Pertamax Green production. This study focuses on planning the bioethanol supply chain in three case study regions—Java, Bali, and Nusa Tenggara—which align with Pertamina’s operational coverage. The supply chain planning involves transporting sugarcane from plantations to bioethanol processing facilities, and then delivering bioethanol to fuel terminals (TBBM) using cost-minimization approaches. The methods used include the vehicle routing problem (VRP) to optimize distribution routes and the set covering Model to determine the locations for new bioethanol facilities. Analysis results show that the most efficient transportation pattern combines truck and tanker vessel modes, with route options between land and sea transport. The sea route using the voyage charter hire (VCH) scheme yields the lowest total supply chain cost at IDR 16,939/liter, compared to IDR 20,883/liter for the time charter hire (TCH) scheme. Ten provinces were identified as optimal locations for bioethanol collection and distribution facilities, serving TBBMs across Central and Eastern Indonesia.
