Abstract
Pelaksanaan kegiatan eksplorasi dan produksi minyak serta gas bumi di wilayah lepas pantai sangat bergantung pada keberadaan armada kapal untuk mendukung operasional logistik. Pengoperasian armada kapal ini menjadi salah satu komponen biaya terbesar dalam aktivitas eksplorasi dan produksi minyak serta gas bumi lepas pantai. Sebagian besar perusahaan minyak dan gas bumi tidak memiliki armada kapal sendiri, melainkan menggunakan skema sewa. Saat ini perusahaan menyewa 5 kapal Anchor Handling Tug Supply (AHTS) untuk area operasional WHO (Western Hub Operation) & EHO (Eastern Hub Operation) dengan skema time charter, meskipun armada kapal tersebut tidak beroperasi secara terus-menerus. Dengan pola operasi perusahaan XYZ sekarang, pada beberapa bulan di tahun 2025, konsumsi fuel salah satu kapal AHTS (Pacific X) yang digunakan untuk operasional lapangan minyak & gas X ada di angka 6061 liter / hari / kapal, dan berdasarkan data cargo manifest dari segi pemanfaatan muatan juga masih kurang optimal, dalam satu voyage salah satu kapal memuat hanya 21% dari muatan total nya. Dan diketahui bahwa biaya operasional kapal yang sangat tinggi diakibatkan oleh pemakaian fuel sekitar 50-60%, kondisi ini menyebabkan tingginya biaya operasional yang harus dikeluarkan perusahaan. Penelitian ini bertujuan untuk menurunkan biaya operasional melalui metode optimasi, yaitu dengan menentukan pola operasi armada kapal yang optimal namun tetap mendukung proses bisnis perusahaan. Untuk optimasi dibuat Voyage Management System (VMS) dalam bentuk aplikasi yang mengimplementasikan Multi-Objective Heterogeneous Fleet Vehicle Routing Problem with Time Windows dengan tambahan constraint kapasitas dan multi-trip. Skenario yang diusulkan dapat mengubah fleet scheduling yang selama ini dilakukan manual. Hasil simulasi menunjukkan penghematan konsumsi bahan bakar hingga 10,87% pada periode 2-8 Mei, sementara pada periode 9-15 Mei, hasil penjadwalan antara metode manual dan sistem VMS menunjukkan hasil yang identik.

The implementation of oil and gas exploration and production activities in offshore areas heavily relies on the presence of a fleet of vessels to support logistical operations. The operation of these vessels constitutes one of the largest cost components in offshore oil and gas exploration and production activities. Most oil and gas companies do not own their own fleet but instead use a leasing scheme. Currently, the company leases six Anchor Handling Tug Supply (AHTS) vessels for the Western Hub Operation (WHO) & Eastern Hub Operation (EHO) areas under a time charter scheme, even though these vessels do not operate continuously.With the current operational pattern of company XYZ, it is known that the high operational costs of the vessels are primarily due to fuel consumption, which accounts for approximately 50-60% of the total costs. Based on company data, the fuel consumption (Marine Diesel Oil) of one of the vessels, Catherine X, used for the company's operations, was recorded at 6,555 liters per day per vessel in 2021 and 6,208 liters per day per vessel in 2022. Additionally, based on cargo manifest data, cargo utilization remains suboptimal, with one of the vessels carrying only 38% of its total capacity per voyage. This condition results in high operational costs for the company. This research aims to reduce operational costs through optimization methods by determining optimal vessel fleet operation patterns while maintaining support for the company's business processes. For optimization purposes, a Voyage Management System (VMS) was developed in the form of an application that implements a Multi-Objective Heterogeneous Fleet Vehicle Routing Problem with Time Windows, incorporating additional capacity constraints and multi-trip considerations. The proposed scenario can transform the current condition using manual fleet scheduling process. The simulation results showed fuel consumption savings of up to 10.87% in the period of May 2-8, while in the period of May 9-15, the scheduling results between the manual method and the VMS system showed identical results.
