Abstract

Banjir air laut pasang (rob) masih sering terjadi pada kawasan pesisir Semarang, seperti di Pelabuhan Tanjung Emas terkhusus Terminal Peti Kemas Semarang (TPKS). Rob berdampak pada kegiatan operasional yang mengakibatkan kapal tidak bisa sandar, kegiatan bongkar muat tidak dapat dilakukan dan peningkatan biaya logistik karena rencana pemindahan muatan ketika rob terus terjadi pada Terminal Peti Kemas Semarang (TPKS) melalui Pelabuhan Tanjung Priok, Jakarta dan Pelabuhan Tanjung Perak, Surabaya. Untuk menangani permasalahan tersebut, penelitian ini bertujuan untuk meneliti potensi Pelabuhan di Kawasan Industri Terpadu Batang (KITB) yang berlokasi di Jawa Tengah dan dilengkapi dengan terminal multipurpose sebagai pelabuhan cadangan, dilihat dari sisi biaya transportasi dan kapasitas Pelabuhan KITB. Metode yang digunakan yaitu simulasi monte carlo menggunakan Microsoft excel dengan distribusi probabilitas untuk memodelkan terjadinya banjir rob, kapal dan muatan yang terdampak. Hasil simulasi menunjukkan bahwa dari sisi kapasitas (Berth Occupancy Ratio), Pelabuhan KITB berpotensi sebagai pelabuhan cadangan karena nilai BOR tidak mencapai max 75%. Akan tetapi dari sisi biaya transportasi yang mencakup biaya transportasi laut dan darat antara menunggu di TPKS atau pindah ke KITB, Pelabuhan KITB tidak berpotensi sebagai pelabuhan cadangan dengan biaya sebesar Rp 111.350.976.643,99 ketika pindah ke KITB, lebih mahal Rp 12.765.109.762 dibanding menunggu di TPKS sebesar Rp98.585.866.881,75.

Tidal flooding still frequently occurs in the coastal areas of Semarang City, such as at Tanjung Emas Port, especially the Semarang Container Terminal (TPKS). Tidal flooding impacts operational activities, resulting in ships being unable to dock, loading and unloading activities being unable to be carried out, and increasing logistics costs due to plans to transfer cargo when tidal flooding still occurs at the Semarang Container Terminal (TPKS) via Tanjung Priok Port, Jakarta, and Tanjung Perak Port, Surabaya. To address these problems, this study aims to assess the potential of the Port in the Batang Integrated Industrial Estate (KITB) located in Central Java and equipped with a multipurpose terminal as a backup port, seen from the transportation costs and capacity of the KITB Port. The method used is Monte Carlo simulation using Microsoft Excel with probability distribution to model tidal flood events, affected ships, and cargo. The simulation results show that in terms of capacity (Berth Occupancy Ratio), KITB Port has the potential to become a backup port because the BOR value does not reach the maximum of 75%. However, if viewed from the transportation cost side which includes the cost of sea and land transportation between waiting at TPKS or moving to KITB, KITB Port does not have the potential to become a backup port with a cost of Rp 111,350,976,643.99 when moving to KITB, which is Rp 12,765,109,762 more expensive than waiting at TPKS amounting to Rp 98,585,866,881.75.
