Abstract

Penelitian ini bertujuan untuk menganalisis dampak keterlambatan operasional penerbangan terhadap kapasitas ruang tunggu di lima bandara internasional di Indonesia, yaitu Bandara Internasional Juanda, Bandara Internasional Yogyakarta, Bandara Internasional I Gusti Ngurah Rai,Bandara Internasional Sultan Hasanuddin, dan Bandara Internasional Sultan Aji Muhammad Sulaiman Sepinggan. Pendekatan yang digunakan adalah simulasi dengan memanfaatkan perangkat lunak ExtendSim. Simulasi dilakukan berdasarkan tiga skenario tingkat keterisian penumpang (load
factor) sebesar 70%, 80%, dan 90%. Validasi model merujuk pada kerangka kerja Barlas (1996) yang mencakup validitas struktur, asumsi, dan perilaku. Hasil simulasi
menunjukkan bahwa Bandara Internasional Sultan Hasanuddin mengalami tekanan tertinggi terhadap kapasitas ruang tunggu, dengan rasio keterisian mencapai 8,49% pada skenario 90%, melampaui kapasitas eksisting. Bandara I Gusti Ngurah Rai,
meskipun mencatat jumlah penumpang terdampak keterlambatan paling tinggi, tetap berada dalam batas aman karena kapasitas terminal yang besar. Sementara itu, Bandara
Yogyakarta, Juanda, dan Sepinggan memiliki rasio keterisian ruang tunggu berkisar antara 1,7% hingga 2,2%, yang masih dapat ditoleransi secara operasional. Faktor utama penyebab keterlambatan meliputi cuaca ekstrem, lonjakan penumpang saat musim liburan, keterbatasan infrastruktur, sertadistribusi slot penerbangan yang terpusat pada jam-jam sibuk. Simulasi juga menunjukkan bahwa penumpukan penumpang terjadi pada waktu-waktu tertentu yang menyebabkanperpanjangan waktu operasional bandara. Temuan ini menegaskan pentingnya peningkatan kapasitas ruang
tunggu, pengelolaan waktu keberangkatan secara efisien, serta mitigasi risiko keterlambatan guna menjaga kenyamanan dan kualitas layanan bagi pengguna jasa bandara.

This study aims to analyze the impact of flight departure delays on the waiting area capacity at five major international airports in Indonesia: Juanda International Airport, Yogyakarta International Airport, I Gusti Ngurah Rai International Airport, Sultan Hasanuddin International Airport, and Sultan Aji Muhammad Sulaiman Sepinggan
International Airport. The research adopts a dynamic system simulation approach using ExtendSim software, with scenario variations in passenger load factors of 70%, 80%, and 90%. The model validation refers to the framework developed by Barlas (1996), which includes structure, assumption, and behavior validity. Simulation results indicate that Sultan Hasanuddin International Airport faces the highest pressure
on waiting area capacity, with an occupancy ratio reaching 8.49% at the 90% load factor scenario, exceeding its existing capacity. Conversely, I Gusti Ngurah Rai
International Airport remains within safe limits due to its large terminal capacity, despite having the highest number of delayed passengers. Yogyakarta, Juanda, and
Sepinggan airports show occupancy ratios ranging between 1.7% and 2.2%, which are still within operational tolerance. The primary causes of delay include extreme weather, passenger surges during holiday seasons, incomplete infrastructure projects, and concentrated flight schedules during peak hours. The simulation also reveals that
passenger congestion tends to occur during specific time windows, leading to extended airport operational hours. These findings highlight the importance of increasing
waiting area capacity, improving slot time management, and implementing delay mitigation strategies to maintain service quality and passenger comfort.
