Abstract

Ketersediaan daya dukung wilayah di Kabupaten Badung yang perkembangannya tidak sejalan dengan adanya perkembangan pariwisata menyebabkan permasalahan kemacetan. Dengan permasalahan tersebut, Pemerintah Bali dan juga Pemerintah Kabupaten Badung menginisiasikan adanya pengembangan proyek transportasi massal Bali Urban Rail yang harapannya dapat mengurangi kemacetan yang terjadi di daerah Bali Selatan. Tujuan dari penelitian ini adalah menghitung nilai Net Present Value (NPV) dan Benefit-Cost Ratio (BCR) dengan Cost-Benefit Analysis (CBA) yang didapatkan dari pengukuran manfaat yakni jumlah pendapatan dari hasil penjualan tiket kereta, pengurangan konsumsi bahan bakar, dan dampak PDRB. Pada faktor diskonto sebesar 5,25% melalui BI Rate, ditemukan bahwa nilai NPV sebesar Rp.74.417.365.621.043 dan BCR sebesar 1,419. Nilai ini mencermikan bahwa proyek tersebut layak didukung dengan adanya beberapa asumsi penelitian yang digunakan. Namun dilihat dari nilai Economic Internal Rate of Return (EIRR) menunjukkan hasil yang selaras yaitu sebesar 7,584%, yang berada di atas tingkat diskonto BI Rate mendukung argumen bahwa proyek ini semakin layak. Selain itu, Payback Period selama 20,5 tahun memperkuat gambaran bahwa proyek ini merupakan investasi jangka panjang yang tidak menghasilkan pengembalian cepat secara finansial

The availability of regional carrying capacity in Badung Regency, whose development is not in line with the development of tourism, causes congestion problems. With this problem, the Bali Government and the Badung Regency Government initiated the development of the Bali Urban Rail mass transportation project which is expected to reduce congestion that occurs in the South Bali area. The purpose of this study is to calculate the Net Present Value (NPV) and Benefit-Cost Ratio (BCR) with Cost-Benefit Analysis (CBA) obtained from measuring benefits, namely the amount of income from train ticket sales, reduced fuel consumption, and the impact of GRDP. At a discount factor of 5.25% through the BI Rate, it was found that the NPV value was Rp. 74,417,365,621,043 and the BCR was 1.419. This value reflects that the project is feasible to be supported by several research assumptions used. However, the Economic Internal Rate of Return (EIRR) value shows a consistent result of 7.584%, which is above the BI Rate discount rate supporting the argument that this project is increasingly feasible. In addition, the Payback Period of 20.5 years reinforces the idea that this project is a long-term investment that does not yield quick financial returns
