Abstract
Balikpapan merupakan kota terbesar kedua di Kalimantan Timur dan pintu gerbang menuju Kalimantan Timur karena lokasi yang strategis dan menjadi pusat aktivitas ekonomi dan bisnis. Sebagai kota yang menjadi titik akses utama, pengembangan infrastruktur seperti jalan tol menjadi sangat penting untuk memperlancar mobilitas masyarakat dan mendukung pertumbuhan ekonomi di wilayah ini. Saat ini, Balikpapan telah terhubung dengan Samarinda melalui Jalan Tol Balikpapan – Samarinda. Rencana pembangunan Jalan Tol Bandara Sepinggan yang terhubung dengan Tol Balikpapan – Samarinda bertujuan untuk meningkatkan konektivitas, mempercepat akses menuju bandara, serta mengurangi kemacetan.Analisis kelayakan ekonomi dan finansial terhadap pembangunan Jalan Tol Bandara Sepinggan diperlukan untuk mengevaluasi potensi penghematan Biaya Operasional Kendaraan (BOK), nilai waktu, dan pemasukan dari tarif tol setelah beroperasi. Hal ini bertujuan untuk memastikan kelayakan investasi dan keberlanjutan proyek pembangunan Jalan Tol Bandara Sepinggan. Data yang digunakan untuk analisis kelayakan pembangunan Jalan Tol Bandara Sepinggan mencakup data geometrik jalan eksisting dan jalan tol, data lalu lintas, serta biaya investasi. Dengan data tersebut, dilakukan analisis kinerja jalan sebelum dan setelah adanya jalan tol, untuk mengevaluasi perubahan kapasitas dan efisiensi lalu lintas. Selanjutnya, untuk menghitung persentase perpindahan kendaraan, digunakan metode Trip Assignment dengan pendekatan Diversion Curve. Setelah itu, dilakukan analisis penghematan Biaya Operasional Kendaraan (BOK) dan nilai waktu yang diperoleh, serta proyeksi pendapatan dari tarif tol. Untuk menganalisis kelayakan ekonomi, parameter yang digunakan adalah Benefit Cost Ratio (BCR), dan Net Present Value (NPV). Sedangkan untuk analisis kelayakan finansial, digunakan parameter Benefit Cost Ratio (BCR), Net Present Value (NPV), Financial Internal Rate of Return (FIRR), dan Viability Gap Funding (VGF) guna memastikan keberlanjutan proyek secara finansial.
Hasil analisis kelayakan ekonomi menunjukkan BCR sebesar 0,17 < 1, dan NPV yaitu sebesar -Rp3.247.894.064.195 < 0. Hal ini mengindikasikan bahwa proyek ini tidak layak secara ekonomi. Sementara itu, analisis kelayakan finansial menunjukkan BCR sebesar 0,99 < 1, NPV sebesar -Rp38.018.317.185 < 0, dan FIRR 4,96% lebih kecil dari suku bunga sebesar 4,99%. Namun, karena FIRR lebih kecil dari MARR 10,51% diperlukan VGF yang diperoleh sebesar 5,55%. Secara keseluruhan, proyek ini tidak layak secara ekonomi dan finansial.

Balikpapan is the second largest city in East Kalimantan and serves as the gateway to the region due to its strategic location and role as a hub for economic and business activities. As a key access point, the development of infrastructure, such as toll roads, is crucial to improving mobility and supporting economic growth in the area. Currently, Balikpapan is connected to Samarinda via the Balikpapan – Samarinda Toll Road. The planned construction of the Sepinggan Airport Toll Road, which will connect to the Balikpapan – Samarinda Toll Road, aims to enhance connectivity, speed up access to the airport, and reduce traffic congestion.
An economic and financial feasibility analysis of the Sepinggan Airport Toll Road project is necessary to assess the potential savings in Vehicle Operating Costs (VOC), time savings, and toll revenue after the road becomes operational. This analysis is essential to ensure investment’s feasibility and the long-term sustainability of the project.
The data used for the feasibility analysis includes geometric data of the existing road and the roll road, traffic data, and investment costs. Using this data, the road’s performance is analyzed before and after the toll road is built to evaluate changes in capacity and traffic efficiency. Additionally, to calculate the percentage of vehicle diversion, the Trip Assignment method is used with approaches Diversion Curve. Following this, the savings in Vehicle Operating Costs (VOC) and the time savings are analyzed, along with projected toll revenue.
For the economic feasibility analysis, the parameters used are the Benefit Cost Ratio (BCR), and Net Present Value (NPV). For the financial feasibility analysis, the parameters are BCR, NPV, Financial Internal Rate of Return (FIRR), and Viability Gap Funding (VGF), to ensure the project's financial sustainability.
The economic feasibility analysis results show a BCR of 0,17 < 1, and an NPV of -Rp3.247.894.064.195 < 0, indicating that the project is not economically feasible. Meanwhile, the financial feasibility analysis results show a BCR of 0,99 < 1, an NPV of -Rp38.018.317.185 < 0, and a FIRR of 4,96% which is also lower than the interest rate of 4,99%. However, because the FIRR is lower than the Minimum Attractive Rate of Return (MARR) of 10,51%, a VGF of 5,55% is required. Overall, the project is not feasible economically and financially.
