Abstract
Angka gizi buruk yang tinggi pada anak dan remaja di Indonesia menjadi masalah serius yang mendasari dicanangkannya Program Susu Gratis. Namun, program ini belum berjalan secara masif . Tugas Akhir ini bertujuan untuk merancang sebuah model distribusi yang optimal dari pabrik produksi susu kemasan di Pulau Jawa ke wilayah Maluku dan Maluku Utara. Untuk mencapai tujuan ini, penelitian mengintegrasikan dua metode optimasi. Pertama, Metode Elbow untuk menentukan jumlah hub distribusi yang paling efisien dan memilih pelabuhan mana saja yang akan berfungsi sebagai hub utama di wilayah tujuan. Kedua, model Vehicle Routing Problem (VRP) diterapkan untuk pemilihan kapal, penentuan rute feeder yang optimal, serta alokasi jumlah pengiriman dari setiap pelabuhan hub ke titik-titik pelabuhan akhir. Model menunjukkan bahwa pasokan dapat dipenuhi dari pabrik produksi susu UHT di Jawa Timur, dengan pendistribusian melalui Pelabuhan Tanjung Perak menuju empat Pelabuhan Hub terpilih di wilayah tujuan. Selanjutnya, dari setiap Pelabuhan Hub, pasokan akan didistribusikan lebih lanjut menggunakan rute-rute feeder menuju pelabuhan demand akhir. Dengan frekuensi pengiriman 3-4 kali per tahun, hal ini memastikan produk sangat aman untuk dikonsumsi mengingat masa kadaluarsa merk susu UHT pada penelitian ini adalah 8 bulan. Untuk menjalankan rute ini, dibutuhkan 2 kapal utama untuk layanan Tanjung Perak-Hub, serta total 9 kapal feeder yang terbagi untuk rute Hub Namlea (2 kapal), Hub Ternate (3 kapal), Hub Tual (3 kapal), dan Hub Wonreli (1 kapal). Berdasarkan model ini, estimasi biaya total sebesar Rp 143.950.879.019, dengan biaya per unit sekitar Rp 719,47 per kotak susu.

The high rate of malnutrition among children and adolescents in Indonesia is a serious issue that prompted the establishment of the Free Milk Program. However, this program has not yet been implemented at scale. This Final Project aims to design an optimal distribution model for packaged milk from production factories on Java Island to the Maluku and North Maluku regions. To achieve this objective, the study integrates two optimization methods. First, the Elbow Method is used to determine the most efficient number of distribution hubs and to select which ports will serve as the primary hubs in the destination region. Second, the Vehicle Routing Problem (VRP) model is applied for vessel selection, determination of optimal feeder routes, and the allocation of shipment quantities from each hub port to the final port destinations. The model indicates that the supply can be sourced from a UHT milk factory in East Java, with distribution managed through Tanjung Perak Port to four selected hub ports in the destination area. Subsequently, from each hub port, the supply is further distributed using feeder routes to the final demand ports. A shipment frequency of 3-4 times per year ensures the product remains safe for consumption, considering the 8-month shelf life of the UHT milk brand in this study. To operate these routes, two main vessels are required for the Tanjung Perak-Hub service, along with a total of nine feeder vessels allocated as follows: the Namlea Hub route (2 vessels), the Ternate Hub route (3 vessels), the Tual Hub route (3 vessels), and the Wonreli Hub route (1 vessel). Based on this model, the total estimated cost is IDR 143,950,879,019, with a per-unit cost of approximately IDR 719.47 per milk carton.
