Abstract

Pembatasan impor bahan baku akibat kebijakan ekonomi sirkular dan regulasi EU Waste Shipment Regulation (EUWSR) menjadi tantangan bagi industri kertas di Indonesia, yang masih bergantung pada impor waste paper. Penelitian ini bertujuan membangun sistem suplai domestik guna memenuhi kebutuhan bahan baku bagi pabrik eksisting dan baru, serta mengantisipasi tren peningkatan permintaan kertas cokelat industri di kawasan Asia. Analisis supply dan demand menunjukkan bahwa waste paper dari bank sampah memiliki potensi untuk mensubstitusi kebutuhan impor sekaligus memenuhi permintaan industri. Penelitian ini mengembangkan model reverse dan forward logistics menggunakan pendekatan Mixed Integer Linear Programming (MILP), dengan penentuan lokasi distribution center (DC) melalui metode Center of Gravity. Lokasi DC optimal mencakup Jawa Barat, Jawa Tengah, DKI Jakarta, Banten, Sulawesi Selatan, Bali, Sumatera Utara, dan Aceh. Model reverse logistics yang dikembangkan menghasilkan total unit cost sebesar Rp2.782.355/ton, sedangkan model forward logistics menghasilkan total unit cost sebesar Rp5.754.591/ton. Kedua model terbukti memberikan efisiensi biaya distribusi dan dapat bersaing dengan kondisi eksisting di lapangan. Hasil penelitian menunjukkan bahwa penguatan sistem logistik domestik melalui optimalisasi rute dan lokasi DC mampu mengurangi ketergantungan impor serta meningkatkan efisiensi biaya distribusi pada industri kertas di Indonesia.

The restriction on raw material imports due to circular economy policies and the EU Waste Shipment Regulation (EUWSR) presents a significant challenge for the paper industry in Indonesia, which remains highly dependent on imported waste paper. This study aims to develop a domestic supply system to fulfill the raw material needs of both existing and new paper mills, while also anticipating the growing demand for industrial brown paper in the Asian region. A supply and demand analysis shows that waste paper sourced from local waste banks has the potential to substitute imports and meet rising industrial needs. This study proposes both reverse and forward logistics models using the Mixed Integer Linear Programming (MILP) approach, with the selection of distribution center (DC) locations determined by the Center of Gravity method. The optimal DC locations are identified in West Java, Central Java, DKI Jakarta, Banten, South Sulawesi, Bali, North Sumatra, and Aceh. The reverse logistics model generates a total unit cost of Rp2,782,355/ton, while the forward logistics model results in a unit cost of Rp5,754,591/ton. Both models demonstrate competitive and more efficient costs compared to current operational conditions in the industry. The findings indicate that strengthening domestic logistics systems through optimized routing and DC placement can reduce dependency on imports and improve cost efficiency in the Indonesian paper industry.
