Abstract

Penelitian ini menganalisis biaya-manfaat optimasi kecepatan kapal kontainer untuk memenuhi peringkat Carbon Intensity Indicator (CII), dengan fokus pada kapal MV X. Latar belakang penelitian didorong oleh target International Maritime Organization (IMO) untuk mengurangi intensitas karbon sebesar 40% pada tahun 2030 dan emisi gas rumah kaca (GRK) hingga 50% pada tahun 2050. Regulasi CII, yang mulai berlaku 1 Januari 2023, mewajibkan kapal internasional berukuran 5.000 tonase kotor ke atas untuk mencapai peringkat efisiensi karbon tertentu. Kepatuhan CII sangat penting bagi kapal berbendera Indonesia yang beroperasi di rute internasional untuk menghindari sanksi dan meningkatkan daya saing global. Optimasi kecepatan operasional kapal diusulkan sebagai solusi untuk mencapai keseimbangan antara efisiensi operasional dan kepatuhan regulasi CII, dengan hipotesis bahwa hal ini akan meningkatkan peringkat CII dan mengoptimalkan biaya bahan bakar tanpa mengorbankan keuntungan operasional. Metodologi penelitian meliputi identifikasi masalah, studi literatur dari jurnal, IMO, dan Pedoman CII, serta pengumpulan data primer (jenis kapal, dimensi, rute, jarak, waktu pelayaran, kargo, jenis dan konsumsi bahan bakar, jumlah pelayaran dari laporan teknik perusahaan tahun 2024) dan data sekunder (metode estimasi konsumsi bahan bakar STEAM2, pedoman CII). Pengolahan data melibatkan perhitungan nilai referensi CII dan CII yang disyaratkan, kemudian peringkat CII yang dicapai untuk MV X. Penelitian ini menganalisis optimasi kecepatan sebagai tindakan korektif dan melakukan analisis biaya-manfaat yang mencakup biaya bahan bakar, pajak karbon, biaya pelabuhan, volume kargo, dan pendapatan perusahaan. Kesimpulan menunjukkan bahwa tanpa optimasi kecepatan, MV X diproyeksikan mendapatkan peringkat "C" pada tahun 2025 dan "D" pada tahun 2030. Skenario terbaik yang teridentifikasi adalah kecepatan menjadi 15 knot untuk 2025-2027 dan 14 knot untuk 2028-2030, yang diproyeksikan mempertahankan peringkat "D" untuk MV X pada 2025-2027 dan "C" pada 2028-2029 dan D pada 2030, sekaligus memaksimalkan laba bersih.

This study performs a cost-benefit analysis of speed optimization for container ships to comply with the Carbon Intensity Indicator (CII) rating, focusing on the MV X vessel. The research is motivated by the International Maritime Organization's (IMO) targets to reduce carbon intensity by at least 40% by 2030 and greenhouse gas (GHG) emissions by up to 50% by 2050. The CII regulation, effective January 1, 2023, mandates international ships over 5,000 gross tonnages to achieve a specific carbon efficiency rating. CII compliance is crucial for Indonesian-flagged vessels operating on international routes to avoid sanctions and enhance global competitiveness. Speed optimization is proposed as a solution to balance operational efficiency and CII compliance, hypothesizing that it will improve CII ratings and optimize fuel costs without drastically compromising operational profits. The methodology involves problem identification, a literature review from journals, IMO, and CII Guidelines, and the collection of primary data (vessel type, dimensions, routes, distances, voyage times, cargo loads, fuel types, fuel consumption, and number of voyages from the company's 2024 engineering reports) and secondary data (STEAM2 fuel consumption estimation method, CII guidelines). Data processing includes calculating the CII reference and required CII values, and then the attained CII rating for the MV X. The research analyzes speed optimization as a corrective action and conducts a cost-benefit analysis encompassing vessel fuel costs, carbon tax, port charges, cargo volume, and company revenue. Conclusions indicate that without speed optimization, MV X is projected to receive a "C" rating in 2025 and a "D" rating in 2030. The identified best scenario involves speed to 15 knots for 2025-2027 and 14 knots for 2028-2030, projected to maintain a "D" rating for MV X in 2025-2027 and a "C" rating in 2028-2029 and D rating in 2030, while maximizing net profit.
