Abstract

Terminal Petikemas Semarang (TPKS) merupakan simpul logistik strategis di wilayah Jawa Tengah yang menghadapi tantangan serius akibat kenaikan muka air laut dan penurunan muka tanah. Fenomena rob yang kian sering terjadi berpotensi mengganggu operasional pelabuhan, terutama pada aktivitas bongkar muat dan pergerakan alat berat di area dermaga. Penelitian ini bertujuan untuk menganalisis risiko rob dan genangan selama 10 tahun ke depan, mengidentifikasi fasilitas paling rentan, mengevaluasi dampak operasional yang ditimbulkan, serta merumuskan strategi mitigasi yang sesuai. Metode yang digunakan meliputi analisis risiko, evaluasi dampak operasional, serta perhitungan kelayakan ekonomi berbasis rasio benefit-cost. Hasil penelitian menunjukkan bahwa tidak seluruh fasilitas TPKS mengalami risiko yang sama terhadap gangguan rob dan genangan. Beberapa fasilitas baru menunjukkan kerentanan signifikan pada tahun ke-5 dan seterusnya. Fasilitas dermaga, khususnya Kade 198–425, memiliki elevasi rendah dan mengalami penurunan tanah hingga 9,03 cm, menjadikannya area dengan skor risiko tertinggi. Gangguan yang timbul mencakup terganggunya aktivitas bongkar muat, keterbatasan pergerakan alat berat, serta penurunan volume throughput tahunan. Kesimpulan dari studi ini menekankan pentingnya intervensi dini pada fasilitas prioritas melalui peninggian struktur dermaga dan strategi mitigasi lainnya, guna menjaga efisiensi dan keandalan operasional pelabuhan dalam jangka panjang.

Semarang Container Terminal (TPKS), a key logistics hub in Central Java, is increasingly exposed to tidal flooding (rob) due to sea-level rise and land subsidence. These phenomena pose operational threats, particularly in cargo handling and equipment mobility at low levation wharves. This study aims to assess the risks of tidal flooding and inundation over the next decade, identify the most vulnerable facilities, evaluate operational disruptions, and propose suitable mitigation strategies. The methods employed include risk analysis, operational impact assessment, and economic feasibility using benefit-cost ratio analysis. Findings reveal that not all terminal facilities share equal risk exposure. Several infrastructures begin to exhibit significant vulnerability after the fifth year. The wharf segment Kade 198–425, characterized by low elevation and 9.03 cm of subsidence, demonstrates the highest risk score. Operational isturbances include hindered cargo handling, restricted equipment movement, and a decline in annual throughput. The study concludes that early intervention is crucial, particularly in upgrading priority facilities such as Kade 198–425, through elevation adjustments and integrated mitigation strategies. These efforts are essential to maintain long-term efficiency and reliability of TPKS as a national logistics node.
