Abstract
Jalan merupakan elemen penting dalam sistem transportasi yang mendukung mobilitas masyarakat dan kegiatan ekonomi. Namun, aktivitas kendaraan berat yang tinggi dapat menyebabkan kerusakan jalan, seperti yang terjadi pada salah satu jalan perlintasan tambang minyak di Petani Field, Duri, Provinsi Riau. Jalan tersebut hanya ditimbun dengan tanah dan sirtu seadanya, yang menyebabkan sering terjadi kerusakan dan membutuhkan perawatan yang berulang, mengakibatkan pengeluaran yang signifikan. Selain itu, PT Pertamina Hulu Rokan memiliki Tanah Hasil Olahan (THO) yang dapat dimanfaatkan sebagai bahan konstruksi jalan, mengingat terbatasnya bahan untuk perbaikan jalan. Penelitian ini bertujuan untuk menganalisis pondasi jalan dengan menggunakan THO, mendapatkan jenis dan desain perkerasan jalan yang ideal, serta perencanaan anggaran dan biaya yang diperlukan. Metode yang digunakan meliputi tebal timbunan THO yang digunakan, serta perencanaan perkerasan jalan dengan mempertimbangkan beban lalu lintas dan usia rencana selama minimal 20 tahun. Berdasarkan analisis dan perhitungan yang telah dilakukan; pada pondasi jalan rencana, komposisi Tahan Hasil Olahan (THO) yang digunakan adalah campuran THO dan kerikil 1:2, dengan CBR 40,34%. Direncanakan sebagai timbunan dengan ketebalan 200 mm, dengan timbunan lempung dolomit di bawahnya sebagai fill dengan ketebalan minimal 100 mm. Jenis perkerasan dari rancangan oleh PUPR yang digunakan adalah perkerasan lentur dengan tebal AC WC 50 mm, AC BC 75 mm, AC Base 100 mm, CTB 300 mm, dan LFA kelas B 150 mm. Adapun untuk perkerasan khusus PT Pertamina Hulu Rokan, direncanakan subbase timbunan fill THO (tebal lapisan 100 mm), base timbunan THO + kerikil 1:2 (tebal lapisan 300 mm), dan surface AC WC (tebal lapisan 50 mm). Total biaya yang dikeluarkan dalam perencanaan berdasarkan rancangan versi PUPR sebesar Rp16.271.841.870, sedangkan yang digunakan pada perkerasan khusus oleh PT Pertamina Hulu Rokan adalah sebesar Rp2.524.520.495. Hasil dari penelitian ini diharapkan dapat menjadi referensi dan pemodelan ideal untuk pengaplikasian di lapangan dalam memperbaiki infrastruktur jalan di Kawasan Petani Field Duri, serta mengedepankan tujuan pembangunan berkelanjutan (SDG) pada target 9, 12 dan 17.

Roads are one of vital elements in the transportation system that supports community mobility and economic activities. However, high activity level of heavy vehicles can cause road damage, as seen on one of the oil mine access roads in Petani Field, Duri, Riau Province. The road was only covered with soil and gravel as a temporary pile, which caused frequent damage and required repeated maintenance, resulting in significant expenses. Additionally, PT Pertamina Hulu Rokan has Processed Soil (THO - re: Tanah Hasil Olahan) that can be utilized as road construction material, considering the limited materials available for road repairs. This research aims to analyze road foundations using THO, obtain the ideal type and design of road pavement, as well as plan the necessary budget and costs. The methods used include the thickness of the THO pile, as well as road pavement planning by considering traffic load and a minimum design life of 20 years. Based on the analysis and calculations that have been conducted; on the planned road foundation, the composition of Processed Soil (THO - re: Tanah Hasil Olahan) used is a mixture of THO and gravel 1:2, with a CBR of 40.34%. It is planned as a fill with a thickness of 200 mm, with a dolomite clay fill underneath as a fill with a minimum thickness of 100 mm. The type of pavement from the design by PUPR used is flexible pavement with a thickness of AC WC 50 mm, AC BC 75 mm, AC Base 100 mm, CTB 300 mm, and LFA class B 150 mm. As for the special pavement for PT Pertamina Hulu Rokan, it is planned to have a subbase fill of THO (layer thickness 100 mm), a base fill of THO + gravel 1:2 (layer thickness 300 mm), and a surface of AC WC (layer thickness 50 mm). The total cost incurred in the planning based on the PUPR version design is Rp16.271.841.870, while the cost used for the special pavement by PT Pertamina Hulu Rokan is Rp2.524.520.495. The results of this research are expected to serve as a reference and ideal modeling for field application in improving road infrastructure in the Petani Field Duri area, while also prioritizing sustainable development goals (SDG) at targets 9, 12, and 17.
