Abstract

Regulasi Verified Gross Mass (VGM) bertujuan untuk meningkatkan keselamatan pelayaran dengan memastikan akurasi data berat peti kemas. Penelitian ini bertujuan untuk menganalisis penerapan VGM dari perspektif pelabuhan, pelayaran, dan pemilik barang di pelabuhan petikemas domestik. Studi kasus dilakukan pada uji coba penerapan VGM Metode 1 di Terminal Petikemas Berlian. Metode penelitian menggunakan analisis risiko, analisis Benefit-Cost Ratio (BCR), serta analisis biaya, dengan data yang diperoleh dari wawancara, survei lapangan, dan studi literatur. Hasil analisis menunjukkan bahwa penerapan VGM memberikan manfaat yang signifikan meskipun terdapat risiko dan biaya awal. Dari sisi pelabuhan, implementasi ini layak dengan nilai BCR 1,12, sekalipun membutuhkan investasi awal sebesar Rp2.782.000.000 dan menimbulkan risiko antrean saat proses penimbangan. Manfaat utamanya adalah berkurangnya risiko kerusakan fasilitas dan kecelakaan bongkar muat. Bagi pihak pelayaran, penerapan VGM terbukti sangat layak dengan BCR 2,0, karena secara signifikan mengurangi risiko kecelakaan kapal dan kerusakan muatan, meskipun ada potensi penurunan volume muatan. Sementara itu, dari sudut pandang pemilik barang, meskipun terdapat tambahan biaya hingga Rp24.309.558 per pengiriman, implementasi ini tetap dinilai layak dengan BCR 1,15. Tambahan tarif ini sekitar 0,1% dari total biaya pengiriman, yang dampaknya terhadap profitabilitas bervariasi tergantung nilai muatan.Secara keseluruhan, penelitian ini menyimpulkan bahwa penerapan VGM di pelabuhan domestik adalah langkah yang layak dan menguntungkan bagi semua pihak, dengan peningkatan keselamatan operasional yang melebihi biaya dan risiko yang ditimbulkan. ===============================================================================================================================
The Verified Gross Mass (VGM) regulation is mandated to enhance safety within the maritime supply chain by ensuring the accuracy of container weight data. This research aims to analyze the implementation of VGM from the perspectives of the port, shipping lines, and cargo owners at a domestic container port. A case study was conducted on the trial implementation of VGM Method 1 at Berlian Container Terminal. The research methodology employed pre- and post-implementation risk analysis, Benefit-Cost Ratio (BCR) analysis, and cost analysis, with data gathered from interviews, field surveys, and literature studies.The analysis indicates that VGM implementation provides significant benefits despite initial risks and costs. From the port's perspective, the implementation is feasible with a BCR value of 1.12, even though it requires an initial investment of IDR 2,782,000,000 and introduces the risk of queuing during the weighing process. The primary benefits are the reduced risk of facility damage and loading/unloading accidents. For shipping lines, VGM implementation proves to be highly feasible with a BCR of 2.0, as it significantly reduces the risk of ship accidents and cargo damage, despite a potential reduction in cargo volume. Meanwhile, from the cargo owner's viewpoint, despite additional costs of up to IDR 24,309,558 per shipment, the implementation is still deemed feasible with a BCR of 1.15. This additional tariff accounts for only about 0.1% of the total shipping cost, with its impact on profitability varying depending on the cargo's value. Overall, this study concludes that the implementation of VGM at domestic ports is a feasible and beneficial measure for all relevant stakeholders, as the improvements in operational safety outweigh the associated costs and risks.
