Abstract

Penelitian ini menganalisis dampak pembangunan Kawasan Industri Air Bangis di Sumatera Barat terhadap permintaan dan penawaran transportasi laut untuk distribusi bahan bakar minyak (BBM). Tujuannya adalah mengidentifikasi potensi daerah yang dilayani,membandingkan biaya transportasi laut sebelum dan sesudah pembangunan, dan menganalisis kelayakan investasi proyek. Hasil optimasi menunjukkan bahwa Kawasan Industri Air Bangis berpotensi melayani TBBM di Pulau Sumatera. Untuk bensin dan solar, daerah yang dilayani mencakup Meulaboh, Simeulue, Sibolga, Gunung Sitoli, dan Teluk Kabung. Sedangkan untuk avtur, kawasan ini dapat melayani Sibolga, Gunung Sitoli, Teluk Kabung, Pulau Baai, dan Panjang. Pola operasi yang paling efisien adalah pengiriman langsung (port to port). Pembangunan ini berdampak signifikan pada efisiensi biaya. Total biaya pengiriman transportasi laut turun sebesar 21,02%, dari Rp 130.560/KL menjadi Rp 103.114/KL. Secara spesifik, penghematan biaya pengiriman bensin adalah 18,29% (dari Rp 124.482/KL menjadi Rp 101.718/KL), solar 22,07% (dari Rp 126.818/KL menjadi Rp 98.824/KL), dan avtur 32,87% (dari Rp 307.822/KL menjadi Rp 206.650/KL). Analisis kelayakan investasi menunjukkan bahwa proyek ini layak secara ekonomi. Dengan rasio biaya-manfaat (Benefit-Cost Ratio) sebesar 1,052, dengan manfaat yang diperoleh (Rp432.626.410.402.503) lebih besar daripada biaya yang timbul (Rp411.094.255.630.026).

This study analyzes the impact of the development of the Air Bangis Industrial Area in West Sumatra on the supply and demand for marine transportation for the distribution of fuel oil (BBM). The objectives are to identify potential areas to be served, compare the marine transportation costs before and after the development, and analyze the investment feasibility of the project. The optimization results indicate that the Air Bangis Industrial Area has the potential to serve several Fuel Terminal (TBBM) locations on Sumatra Island. For gasoline and diesel, the areas served include Meulaboh, Simeulue, Sibolga, Gunung Sitoli, and Teluk Kabung. For aviation fuel (avtur), the area can serve Sibolga, Gunung Sitoli, Teluk Kabung, Pulau Baai, and Panjang. The most efficient operating pattern is direct delivery (port to port). This development has a significant impact on cost efficiency. Total marine transportation costs decreased by 21,02%, from Rp 130.560/KL to Rp 103.114/KL. Specifically, the cost savings for gasoline delivery are 18,29% (from Rp 124.482/KL to Rp 101.718/KL), for diesel 22,07% (from Rp 126.818/KL to Rp 98.824/KL), and for avtur 32,87% (from Rp 307.822/KL to Rp 206.650/KL). The investment feasibility analysis shows that the project is economically viable. With a Benefit-Cost Ratio of 1,052, the benefits obtained (Rp 432.626.410.402.503) are greater than the costs incurred (Rp 411.094.255.630.026).
