Abstract
Perkembangan teknologi digital mendorong transformasi destinasi wisata menuju konsep destinasi pariwisata cerdas (smart tourism destination /STD) yang memanfaatkan teknologi untuk meningkatkan pengalaman wisatawan, efisiensi pengelolaan, dan keberlanjutan. Namun, kesiapan destinasi dalam mengadopsi konsep ini sangat bervariasi, sehingga menimbulkan ketidakefisienan dan kegagalan dalam implementasi proyek. Model-model evaluasi pariwisata cerdas
saat ini berfokus pada pengukuran kemajuan pariwisata serta belum mencakup secara menyeluruh dimensi dan aspek seperti kondisi sosial ekonomi, dan kesadaran terhadap teknologi informasi (TI). Kesenjangan ini mendorong perlunya pengembangan kerangka model penilaian kesiapan pariwisata cerdas yang komprehensif dan adaptif. Penelitian ini bertujuan mengembangkan kerangka model penilaian kesiapan destinasi pariwisata cerdas dengan pendekatan explanatory mixed method berbasis Natural Language Processing (NLP) dan analisis tematik sebagai metode utama dalam setiap tahap pelaksanaannya. Model dirancang melalui tiga tahap utama: (1) pengumpulan data, (2) penentuan dimensi pariwisata cerdas serta (3) penyusunan alat ukur untuk menghitung indeks kesiapan destnasi. Sebagai temuan utama, studi ini mengidentifikasi tujuh dimensi kesiapan, yaitu: (1) tata kelola, (2) keberlanjutan, (3) online tourism service, (4) smart technology, (5) aksesibilitas, (6) inovasi, dan (7) sosial ekonomi. Selain itu dihasilkan pula sebuah alat ukur kesiapan yang dapat memberikan wawasan yang aplikatif bagi pembuat kebijakan dan pemangku kepentingan pariwisata untuk mendukung perencanaan strategis dan pengembangan kebijakan.

The advancement of digital technology has led the transformation of tourist destinations toward the concept of Smart Tourism Destination (STD), which utilize technology to enhance visitor experiences, improve management efficiency, and foster sustainability. Nevertheless, the degree of readiness among destinations to adopt this concept varies considerably, resulting in inefficiencies and failures in project implementation. Existing smart tourism evaluation frameworks predominantly concentrate on measuring tourism progress and have yet to comprehensively incorporate dimensions and aspects such as socio-economic conditions and information technology (IT) awareness. This gap highlights the the necessity of developing a comprehensive and adaptive framework for assessing smart tourism readiness. This study aims to develop a readiness assessment framework for smart tourism destinations employing an explanatory mixed-method approach, with Natural Language Processing (NLP) and thematic analysis serving as the primary methodologies at each phase of development. The proposed model comprises three main phases: (1) data collection, (2) identification of smart tourism dimensions, and
(3) development of a measurement instrument to calculate the destination readiness index. The principal findings of this study identify seven readiness dimensions: (1)
governance, (2) sustainability, (3) online tourism services, (4) smart technology, (5) accessibility, (6) innovation, and (7) socio-economic conditions. Furthermore, this
study produces a readiness assessment instrument capable of delivering actionable insights for policymakers and tourism stakeholders in support of strategic planning and policy formulation.
