Abstract

Berdasarkan Peraturan Presiden Nomor 111 Tahun 2021, LPDP mengelola Dana Abadi Pendidikan, Penelitian, Kebudayaan, dan Perguruan Tinggi. Sejak 2022, Lembaga Pengelola Dana Pendidikan (LPDP) berkolaborasi dengan Kementerian/Lembaga teknis untuk mendanai program beragam karakteristik. Namun, pengelolaan program bervariasi antar Kementerian/Lembaga tanpa instrumen standar untuk mengukur keberhasilan. Temuan auditor menunjukkan masalah tata kelola, seperti kesesuaian pedoman teknis, seleksi, hingga monitoring dan evaluasi. Instrumen evaluasi berbasis Governance, Risk Management, and
Compliance (GRC) diperlukan untuk perbaikan komprehensif, menekankan transparansi, akuntabilitas, tanggung jawab, independensi, keadilan, pengelolaan risiko, dan kepatuhan etis. Penelitian ini bertujuan mengidentifikasi kebutuhan
mitra LPDP, mengkaji instrumen evaluasi berbasis bukti yang dapat digunakan untuk berbagai program, dan merumuskan rekomendasi formulasi kebijakan. Fokus penelitian pada tiga program Dana Abadi: Pendidikan, Penelitian, dan Perguruan
Tinggi, menggunakan metode design thinking yang berorientasi solusi dan berpusat pada kebutuhan mitra. Temuan hasil penelitian ini yaitu instrumen evaluasi yang dihasilkan masih memiliki keterbatasan untuk mengevaluasi program yang bersifat penugasan (tanpa proses seleksi). Oleh karena itu diperlukan batasan pemanfaatan instrumen evaluasi program kolaborasi yang diatur dalam rekomendasi formulasi kebijakan. Selain itu, berdasarkan hasil testing, pengelola program pada K/L teknis bersedia untuk memanfaatkan instrumen tersebut sebagai instrumen evaluasi program kolaborasi. Dengan demikian instrumen evaluasi perlu dilembagakan sehingga pemanfaatannya legal untuk digunakan.

Based on Presidential Regulation Number 111 of 2021, LPDP is tasked with managing Endowment Funds for Education,Research, Culture, and Higher Education. Since 2022, Indonesia Endowment Fund for Education Agency (LPDP) has collaborated with technical Ministries/Institutions to fund programs with
diverse characteristics. However, program management varies across Ministries/Institutions without a standard instrument to measure success. Audit findings highlight governance issues, including compliance with technical guidelines, selection processes, and monitoring and evaluation. A Governance, Risk Management, and Compliance (GRC)-based evaluation instrument is needed for comprehensive improvements, emphasizing transparency, accountability,
responsibility, independence, fairness, risk management, and ethical compliance. This study aims to identify LPDP partners’ needs, review evidence-based evaluation instruments applicable to various programs, and formulate policy recommendations. The research focuses on three Endowment Fund programs: Education, Research, and Higher Education, using a design thinking approach that
is solution-oriented and centred on partners’ needs. Findings indicate that the GRC based evaluation instrument has limitations in assessing assignment-based programs (without selection processes). Thus, policy recommendations regulate the instrument’s usage boundaries. Testing shows that technical Ministries/Institutions’ program managers are willing to adopt the instrument. Institutionalization is
necessary to ensure its legal use and support systematic improvements in collaborative program management.
