Abstract

Latar belakang penelitian ini adalah belum adanya struktur tata kelola TI yang terdokumentasi secara formal dan belum mengacu pada standar internasional, sehingga berpotensi menimbulkan risiko seperti duplikasi data, rendahnya efisiensi, dan lemahnya perlindungan informasi. Penelitian ini bertujuan untuk merancang sistem tata kelola teknologi informasi (TI) dan manajemen data berbasis kerangka kerja COBIT 2019 di lingkungan Dinas Perpustakaan dan Kearsipan Kabupaten Mojokerto. Penelitian ini menggunakan metode deskriptif dengan pendekatan studi kasus, serta mengadopsi pemetaan 10 Design Factors COBIT 2019 untuk menentukan simulasi prioritas Governance and Management Objectives (GMOs) yang relevan. Hasil penelitian menunjukkan bahwa Dinas Perpustakaan dan Kearsipan Kabupaten Mojokerto memiliki beberapa area kritis dalam penerapan tata kelola TI berbasis COBIT 2019, terutama pada domain APO04 (Manage Innovation), EDM05 (Ensure Stakeholder Engagement), dan APO06 (Manage Budget and Costs), yang menunjukkan kesenjangan implementasi yang tinggi. Sementara itu,beberapa domain seperti BAI08, BAI05, BAI06, dan BAI11 menunjukkan implementasi yang mulai baik. Oleh karena itu, organisasi perlu menyusun roadmap inovasi, memperkuat partisipasi pemangku kepentingan, serta membentuk struktur anggaran TI yang berkelanjutan untuk mendorong transformasi digital secara efektif dan terarah.

This research aims to design an information technology (IT) governance and data management system based on the COBIT 2019 framework within the Mojokerto Regency Library and Archives Office. The background of this research is the absence of a formally documented IT governance structure and the lack of adherence to international standards, which potentially leads to risks such as data duplication, low efficiency, and weak information protection. This research uses a descriptive method with a case study approach, and adopts the mapping of the 10 Design Factors of COBIT 2019 to determine the priorities of relevant Governance and Management Objectives (GMOs). The analysis results show that the domains of innovation management, stakeholder engagement, and IT budget management are areas of high importance but have not yet been optimally implemented. This research recommends the development of a digital innovation roadmap, the establishment of a sustainable IT budget structure, and the active involvement of leaders, heads of departments, and service users in IT evaluation. In conclusion, the COBIT 2019 approach enables public sector organizations to design structured, adaptive IT governance aligned with the organization's strategic goals. This research is expected to serve as a basis for decision-making in digital transformation and strengthening information governance in local government agencies.
