Abstract
Menara telekomunikasi seluler merupakan salah satu infrastruktur yang mendukung upaya peningkatan mutu pelayanan di bidang teknologi dan industri telekomunikasi. Namun, dengan semakin banyaknya jumlah menara telekomunikasi seluler dapat menimbulkan beberapa permasalahan. Pada Tugas Akhir ini akan membahas mengenai perencanaan lokasi menara baru telekomunikasi seluler menggunakan sistem informasi geografis (SIG) di Kabupaten Jember agar dapat mengoptimalkan jumlah menara telekomunikasi seluler dengan mempertimbangkan beberapa parameter. Parameter yang digunakan dalam perencanaan lokasi menara baru telekomunikasi seluler ini adalah prediksi jumlah penduduk, jumlah pelanggan seluler dan juga jumlah trafik pelanggan seluler sehingga didapatkan jumlah kebutuhan BTS dan menara telekomunikasi seluler selama 5 tahun ke depan. Tata Ruang Wilayah (RTRW) Kabupaten Jember dan hasil analisis perhitungan jumlah BTS dan menara baru telekomunikasi yaitu juga dengan metode analisis cluster dengan menggunakan software SPSS dengan 3 variabel yaitu luas wilayah, jumlah penduduk, dan trafik. Output dari tugas akhir ini berupa peta digital zona menara baru (zona biru) dengan software MapInfo.

Tower mobile telecommunication is one of the infrastructure that supports to increase the quality of service in technology and telecommunication industry. But, the increase number of tower mobile telecommunication can made some problem. In this final project will discuss about cell planning for new tower mobile telecommunication using geographic information systems (GIS) in Jember in order to optimize the amount of tower mobile telecommunication and consideration several parameters. The parameters that are used in cell planning for new tower mobile telecommunication are the prediction of the number of inhabitants, the number of cellular customer, and also the number of cellular customer traffic so that can calculate the number of BTS and tower mobile telecommunication that needed for 5 years. One of the methods used in the determination the location of the new towers (blue zone) in addition to considering RTRW Jember and the results of the analysis calculation of the number of BTS and new tower mobile telecommunication is also with cluster analysis methods using SPSS software with 3 variables. The variable are wide area, population, and traffic. The output of this final project is a digital map of zone a new tower mobile telecommunication (blue zone) with MapInfo software.
