Abstract
Kabupaten terletak di ujung barat daya Provinsi Jawa Timur. Berbatasan langsung dengan Samudera Hindia, membuat Kabupaten Pacitan memiliki bentang alam luar biasa dan juga sumber daya alam yang berlimpah, terutama pada bidang kelautan dan perikanan. Perikanan menjadi primadona ekspor Kabupaten Pacitan. Tidak hanya kegiatan wisata, namun kawasan ini juga menjadi industri perikanan setempat. Hal ini menjadi dasar untuk mengembangkan kawasan Teluk Pacitan menjadi kawasan industri kreatif dengan mengusung konsep wisata ekoturisme yang berwawasan lingkungan dan menitikberatkan pada partisipasi aktif masyarakat untuk mewujudkan kesejahteraan penduduk lokal. Selain itu, integrasi wisata ekoturisme dan industri kreatif perikanan mampu menjadi identitas dan branding Kabupaten Pacitan, khususnya Teluk Pacitan untuk semakin dikenal dan mencapai isu strategis ketika pertumbuhan ekonomi didukung oleh industri berbasis pertanian, kelautan, dan pariwisata serta pengelolaan sumber daya alam berwawasan lingkungan. Pendekatan desain yang digunakan adalah participatory design dan sustainable design. Participatory design dipilih karena partisipasi masyarakat lokal menjadi kunci penting dalam pendekatan desain (human centred design). Dalam mewujudkan sustainable ecotourism, sustainable design menitikberatkan pada perancangan lingkungan binaan, objek fisik, maupun layanan yang berprinsip pada keberlanjutan ekonomi, sosial, dan ekologi. Metode desain yang digunakan adalah force-based design dimana keputusan desain yang dilakukan mengacu pada analisis force sesuai dengan needs, context, dan culture. Dalam hal ini force utama rancangan
adalah kondisi tapak, yang berada di pinggir pantai dan berbatasan dengan muara sungai. Selain itu terdapat desain kriteria yang ditentukan berdasarkan analisis preseden yaitu Sydney Fish Market, analisis kajian teori ecological architecture dan sustainable ecotourism, serta kajian standar dan peraturan setempat. Rancangan merupakan sebuah unit pengolahan ikan (UPI) yang diintegrasikan dengan fasilitas wisata, komersial, dan edukasi. Rancangan ditujukan menjadi katalis kegiatan masyarakat lokal dengan aktivitas wisatawan berbasis ecological architecture dan urban landscape, serta menjadi landmark yang mampu merepresentasikan identitas kawasan dan juga masyarakat lokal Teluk Pacitan.

Pacitan Regency located at the southwest tip of East Java Province. Directly adjacent to the Indian Ocean, Pacitan Regency has an extraordinary landscape and abundant natural resources, especially in the marine and fisheries sector. Fisheries are the prima donna of Pacitan Regency's exports. The Pacitan Bay Tourism Area is the center of tourism sector activities which has the most strategic location because it is close to the city center. Not only tourism activities, but this area is also a local fishing industry. Ranging from fish caught to processed into various products. This is the basis for developing the Pacitan Bay area into a creative industrial area by carrying out the concept of ecotourism tourism that is environmentally sound and focuses on the active participation of the community to realize the welfare of the local population. In addition, the integration of ecotourism tourism and the creative fisheries industry is able to become the identity and branding of Pacitan Regency, especially Pacitan Bay to be increasingly recognized and achieve strategic issues of economic growth supported by agriculture-based industries (agro-industry), marine and tourism as well as sustainable natural resource management. environmentally friendly. The design approach used is participatory design and sustainable design. Participatory design was chosen because local community participation is an important key in the design approach (human centered design). In realizing sustainable ecotourism, sustainable design focuses on designing the built environment, physical objects, and services that are based on economic, social, and ecological sustainability. The design method used is force-based design where the design decisions are based on force analysis according to needs, context, and culture. In this case, the main design force is the condition of the site, which is on the beach and borders the river mouth. In addition, there are design criteria that are determined based on an analysis of precedents, namely the Sydney Fish Market, an analysis of the theory of ecological architecture and sustainable ecotourism, as well as a study of local standards and regulations. The design is a fish processing unit (UPI) which is integrated with tourist, commercial, and educational facilities. The design is intended to be a catalyst for local community activities with tourist activities based on echological architecture and urban landscapes, as well as being a landmark that is able to represent the identity of the area and also the local community of Pacitan Bay.
