Abstract

Seluruh manusia memiliki hak asasi yang sama, tak terkecuali para penyandang disabilitas. Mereka berhak meneruskan hidup, memperoleh pendidikan, dan memperoleh perlakuan sosial yang sama. Namun faktanya, kehadiran penyandang disabilitas justru seakan terisolasi dari lingkungan sekitarnya. Banyak dari mereka yang mendapat perlakuan tidak adil seperti dikucilkan dan diremehkan. Bahkan tidak hanya dalam kehidupan bermasyarakat, dalam rehabilitasi yang berperan sebagai tempat keberlangsungan hidupnya pun, seringkali mereka malah menjadi terasingkan. Hal ini sangat krusial bagi para penyandang disabilitas, terutama disabilitas intelektual yang sangat bergantung pada aspek sosial dan lingkungan sekitarnya. Permasalahan yang lebih genting ialah tingkat penyandang disabilitas kian meningkat setiap tahun, sebutlah dalam data Pemerintah Kota Surabaya. Dengan data tersebut, kenyataan yang terjadi adalah masih banyak penyandang disabilitas intelektual yang belum terdata. Penyebab utama selain kesalahan dari pendataan yang kurang merata, yakni kesengajaan dari pihak penyandang atau keluarga. Mereka tidak berkenan terbuka karena malu, dengan merasa menjadi seorang penyandang disabilitas intelektual merupakan aib yang patut ditutupi. Selain itu, mereka malas dengan sistem penanganan rehabilitasi yang kurang baik, seakan tidak ada hasil yang signifikan ketika telah menjalankan rehabilitasi. Beberapa pusat rehabilitasi hanya bersifat sebagai tempat penampungan. Oleh karena itu, permasalahan rancang tersebut akan direspon menggunakan pendekatan arsitektur perilaku. Objek arsitektur dalam perancangan ini adalah Pusat Rehabilitasi Vokasional dan Sosial untuk Penyandang Disabilitas Intelektual. Penggabungan dua jenis rehabilitasi tersebut diharapkan menjadi pelaksanaan yang tepat, dengan tujuan utama membantu penyandang disabilitas intelektual untuk memperoleh kehidupan yang layak dalam bermasyarakat. Penyandang disabilitas intelektual usia kerja menjadi lebih mandiri dalam menjalani kehidupannya. Hasil konsep desain yang didapatkan, yakni konsep gubahan bentuk dan massa, ruang luar, sirkulasi, dan operasional objek. Fungsi objek yang diangkat dibagi menjadi tiga, yakni fungsi hunian, fungsi layanan khusus disabilitas intelektual, dan fungsi komersial.

All human beings have the same human rights, including persons with disabilities. They have the right to continue their life, get an education, and get the same social treatment. But in fact, the presence of persons with disabilities seems to be isolated from the surrounding environment. Many of them are treated unfairly, such as being ostracized and belittled. In fact, not only in social life but in rehabilitation which acts as a place for their survival, they often become estranged. This is very crucial for people with disabilities, especially intellectual disabilities who are very dependent on social aspects and the surrounding environment. The more critical problem is that the level of persons with disabilities is increasing every year, it is stated in the Surabaya City Government data. With these data, the reality is that there are still many people with intellectual disabilities who have not been recorded. The main cause, apart from errors in data collection that are not evenly distributed, is the intentionality of the person or family. They do not want to be open. They are ashamed because they feel that being a person with an intellectual disability is a disgrace that should be covered. In addition, they are lazy with the rehabilitation management system that is not good, as if there are no significant results when they have carried out rehabilitation. Some rehabilitation centers only act as shelters. Therefore, these design problems will be responded to using an behavioral architectural approach. The architectural object in this design is the Center for Vocational and Social Rehabilitation for Persons with Intellectual Disabilities. The combination of the two types of rehabilitation is expected to be an appropriate implementation, with the main objective of helping persons with intellectual disabilities to obtain a decent life in society. People with intellectual disabilities of working age become more independent in living their lives. The results of the design concept obtained are the concept of composition of form and mass, outer space, circulation, and object operations. The function of the object raised is divided into three, namely the residential function, the special service function for intellectual disabilities, and the commercial function.
