Abstract

Osborne dan Gaebler dalam bukunya "Reinventing Government" mengungkapkan bahwa kinerja pemerintah yang baik, yang meliputi kuantitas, kualitas dan biaya dari setiap jasa yang diberikan, menghasilkan dukungan masyarakat terhadap pemerintah. Soetrisno menyatakan, "dukungan masyarakat merupakan salah satu bentuk partisipasi masyarakat". Sementara Wirotomo mengutarakan, "pemerintah di mana pun tidak dapat memenuhi tuntutan masyarakatnya yang terns berkembang tanpa keikutsertaan masyarakatnya". Berarti, rendahnya kualitas pelayanan pemerintah akan menyulitkan pemerintah menggerakkan partisipasi masyarakat, padahal sangat dibutuhkan. Saat ini kualitas pelayanan pemerintah Kota Surabaya sangat banyak disoroti oleh masyarakatnya. Salah satunya adalah pelayanan Izin Mendirikan Bangunan (1MB), yaitu suatu izin yang diciptakan untuk mengendalikan pemanfaatan ruang. Mengingat Undang-Undang Republik Indonesia Nomor 24 tahun 1992 tentang Penataan Ruang menegaskan bahwa partisipasi masyarakat dalam penataan ruang merupakan suatu hak dan kewajiban, maka kondisi tersebut menimbulkan kecemasan akan pengaruhnya terhadap minat masyarakat Surabaya untuk berpartisipasi dalam penataan ruang, termasuk dalam pengendalian pemanfaatan ruang. Dari penelitian yang dilakukan terhadap 50 responden, diperoleh kesimpulan bahwa tingkat kepuasan masyarakat atas kualitas pelayanan 1MB Pemerintah Kota Surabaya rata-rata tinggi dan minat masyarakat untuk berpartisipasi dalam pengendalian pemanfaatan ruang melalui mekanisme 1MB juga rata-rata tinggi, namun keduanya belum mencapai kondisi paling ideal. Secara signiflkan terdapat hubungan yang positif dengan kekuatan sedang antara tingkat kepuasan masyarakat atas kualitas pelayanan IMB dan minat masyarakat untuk berpartisipasi dalam pengendalian pemanfaatan ruang memiliki hubungan di mana 33% minat masyarakat untuk berpartisipasi tersebut dipengaruhi oleh tingkat kepuasan masyarakat atas kualitas pelayanan IMB yang diterimanya

This means that the low quality of government services will make it difficult for the government to mobilize public participation, even though it is greatly needed. Currently, the quality of Surabaya City government services is highly scrutinized by its citizens. One such service is the Building Construction Permit (1MB), a permit created to control the use of space. Considering that Law of the Republic of Indonesia Number 24 of 1992 concerning Spatial Planning emphasizes that public participation in spatial planning is a right and an obligation, this condition raises concerns about its impact on the interest of the Surabaya community to participate in spatial planning, including in controlling the use of space. From the research conducted on 50 respondents, it was concluded that the level of public satisfaction with the quality of 1MB services of the Surabaya City Government was high on average and public interest in participating in controlling the use of space through the 1MB mechanism was also high on average, but both had not reached the most ideal condition. Significantly, there was a positive relationship with moderate strength between the level of public satisfaction with the quality of IMB services and public interest in participating in controlling the use of space, where 33% of public interest in participating was influenced by the level of public satisfaction with the quality of IMB services they received
