Abstract
Perkembangan industrialisasi yang diikuti dengan pembangunan fisik yang semakin meningkat, tanpa didukung oleh usaha kelestarian lingkungan akan mempercepat proses kerusakan alam (Sunu, 2001). Sehingga dalam pengembangan kawasan ndustri tentunya juga harus mempertimbangkan faktor lingkungan. Dengan berkembangnya industrialisasi yang pesat, kegiatan industri dengan penggunaan teknologi akan menimbulkan dampak terhadap lingkungan yaitu pencemaran baik udara, air dan tanah. Hal ini akan menyebabkan penurunan kualitas lingkungan apabila tidak ditangani dengan baik. Salah upaya pelestarian lingkungan pada kawasan industri adalah menerapkan prinsip Eco Industrial Park (EIP). Permasalahan dalam penerapan EIP adalah masih belum berjalan sepenuhnya, kurang efektif dan belum optimal. Didalam penelitian ini bertujuan untuk mengetahui sejauh mana penerapan prinsip-prinsip EIP pada kawasan industri sehingga didapatkan strategi dalam pemanfaatan lahan yang optimal dalam pengembangannya. Penelitian dilakukan dengan metode kualitatif dengan mendeskripsikan obyek penelitian hasil observasi dan wawancara. Data tersebut selanjutnya dilakukan penilaian sesuai prinsip-prinsip EIP dan standart kawasan industri. Dalam penelitian ini menggunakan pendekatan studi kasus pada kawasan industri yang mempunyai konsep EIP. Studi kasus dilakukan pada kawasan industri Safe N Lock Sidoarjo dimana dalam branding promosinya sebagai Eco Industrial Park (EIP). Kawasan Industri Safe N Lock yang pada awal berdiri didesain dengan fungsi pergudangan dan berkembang menjadi kawasan industri, dikarenakan terdapat beberapa tenan yang melakukan kegiatan industri. Hasil penelitian menunjukkan bahwa telah menerapkan empat prinsip EIPmeskipun sebagian, belum ada pengaturan pemanfaatan lahan dan adanya ketentuan yang belum seusai dengan standart kawasan industri. Terdapat tiga strategi optimalisasi yaitu terkait dengan penerapan EIP dan pemanfaatan lahan. Strategi pertama adalah memenuhi sebagian dari empat prinsip EIP yang belum diterapkan yaitu energi, air, zonasi kawasan dan komunitas masyarakat. Strategi kedua adalah menerapkan dua prinsip EIP yang belum dilaksanakan berupa alokasi RTH lebih besar dan regulasi pengelola untuk pembangunan ramah lingkungan. Strategi ketiga adalah terkait pemanfaatan lahan yaitu melakukan penataan ulang kawasan, penataan infrastruktur zona dan memenuhi ketentuan sesuai standart kawasan industri yang berlaku.

The development of industrialization followed by increasing physical development, without the support of environmental conservation efforts will accelerate the process of natural destruction (Sunu, 2001). So that in the development of industrial areas, of course, environmental factors must also be considered. With the rapid development of industrialization, industrial activities using technology will have an impact on the environment, namely air, water and soil pollution. This will lead to a decrease in environmental quality if not handled properly. One of the environmental conservation efforts in industrial areas is to apply the principles of Eco Industrial Park (EIP). The problem in implementing EIP is that it is still not fully operational, less effective and not optimal. This study aims to determine the extent of the application of the principles of EIP in industrial estates in order to obtain a strategy for optimal land use in its development. The research was conducted using qualitative methods by describing the object of research as a result of observations and interviews. The data is then assessed according to EIP principles and industrial estate standards. This research uses a case study approach in an industrial area that has an EIP concept. The case study was conducted in the Sidoarjo Safe N Lock industrial area where in its promotional branding it was an Eco Industrial Park (EIP). The Safe N Lock Industrial Area, which was originally established, was designed with a warehousing function and developed into an industrial area, because there are several tenants who carry out industrial activities. The results of the study indicate that the four EIP principles have been implemented, although in part, there is no land use regulation and there are provisions that are not in accordance with industrial area standards. There are three optimization strategies, which are related to the application of EIP and land use. The first strategy is to fulfill some of the four EIP principles that have not been implemented, namely energy, water, area zoning and community. The second strategy is to apply two EIP principles that have not been implemented in the form of larger green open space allocations and management regulations for environmentally friendly development. The third strategy is related to land use, namely re-arranging the area, structuring zone infrastructure and fulfilling the provisions according to applicable industrial area standards.
