Abstract

Perkembangan Rumah Sakit di Indonesia tentunya beriringan dengan peningkatan jumlah peserta JKN-KIS yang diberdayakan oleh BPJS Kesehatan mulai dari 2014. Jumlah Rumah Sakit di Indonesia mengalami peningkatan yang cukup signifikan dari tahun 2013-2018. Dengan adanya peningkatan peserta JKN-KIS, jumlah pasien yang mengunjungi Rumah Sakit tentunya juga mengalami pertumbuhan sehingga pihak Rumah Sakit senantiasa melakukan pengembangan untuk memberikan pelayanan yang terbaik untuk pelanggannya.Rumah Sakit merupakan salah satu bisnis yang memiliki risiko operasional yang tinggi dikarenakan secara konstan beroperasi untuk melayani kebutuhan pasiennya. Salah satu kegiatan yang memiliki risiko yaitu dengan adanya pembangunan fasilitas Kesehatan baru seperti yang dilakukan oleh Rumah Sakit Islam Surabaya Ahmad Yani. Dalam bisnis Rumah Sakit Islam Surabaya Ahmad Yani akan dilakukan identifikasi risiko yang mungkin terjadi pada proses bisnis yang dilakukan. Pada penelitian ini akan dilakukan analisis proses bisnis dengan menggunakan metode Value Chain Analysis (VCA) yang selanjutnya dapat membantu proses identifikasi permasalahan atau risiko yang dapat ditemukan dalam proses bisnis Rumah Sakit Islam Surabaya Ahmad Yani dengan mengkategorikan risiko berdasarkan perspektif pada Balanced Scorecard (BSC). Metode FMEA akan digunakan untuk mempermudah proses analisa risiko serta membantu dalam memberikan usulan penanggulangan risiko yang terjadi pada proses bisnis yang saat ini sedang dilakukan oleh Rumah Sakit Islam Surabaya Ahmad Yani. Setelah dilakukan analisis proses bisnis dan analisis risiko pada proses bisnis Rumah Sakit Islam Surabaya Ahmad Yani, dari total 20 risiko didapatkan 6 risiko dengan nilai Risk Priority Number (RPN) tertinggi yang selanjutnya akan dilakukan mitigasi pada masing-masing risiko tersebut guna menghindari kerugian yang dapat terjadi lebih lanjut serta implikasi manajerial berupa strategi seperti efektivitas biaya, diferensiasi produk pelayanan, peningkatan mutu pelayanan dan pemasaran serta kecepatan layanan pada segala proses bisnis yang dimiliki oleh Rumah Sakit Islam Surabaya Ahmad Yani.

The development of hospitals in Indonesia has certainly gone hand in hand with the increase in the number of JKN-KIS participants empowered by BPJS Health starting from 2014. The number of hospitals in Indonesia has increased significantly from 2013-2018. With the increase in JKN-KIS participants, the number of patients visiting the hospital will of course also experience growth so that the hospital continues to develop to provide the best service for its customers. Hospitals are one of the businesses that have high operational risk because they are constantly operating for serve the needs of their patients. One of the activities that have a risk is the construction of new health facilities such as the Surabaya Ahmad Yani Islamic Hospital. In the business of the Surabaya Ahmad Yani Islamic Hospital, the identification of risks that may occur in the business processes carried out will be carried out. In this study, business process analysis will be carried out using the Value Chain Analysis (VCA) method which can further assist the process of identifying problems or risks that can be found in the business processes of the Surabaya Ahmad Yani Islamic Hospital by categorizing risks based on the perspective on the Balanced Scorecard (BSC). The FMEA method will be used to simplify the risk analysis process as well as assist in providing suggestions for overcoming risks that occur in business processes currently being carried out by the Surabaya Ahmad Yani Islamic Hospital. After conducting business process analysis and risk analysis on the business processes of the Surabaya Ahmad Yani Islamic Hospital, from a total of 20 risks, 6 risks were obtained with the highest Risk Priority Number (RPN) value which would then be mitigated on each of these risks in order to avoid losses that could occur. further occur as well as managerial implications in the form of strategies such as cost effectiveness, product differentiation of services, improvement of service quality and marketing as well as speed of service in all business processes owned by the Surabaya Ahmad Yani Islamic Hospital.
