Abstract
Timor Leste memiliki keanekaragaman hayati yang sangat melimpah karena Timor Leste dikelilingi oleh perairan yang memiliki potensi hasil laut yang sangat besar. Tetapi, kekayaan tersebut belum dimaksimalkan dengan baik karena nelayan masih belum memiliki kapal dengan teknologi yang modern dimana terdapat 116 kapal pada 5 Distrik yaitu Dili, Liquica, Lospalos, Manu-fahi, dan Covalima yang masih menggunakan dayung sebagai penggerak utamanya. Berdasarkan data, rata-rata ukuran kapal pada 5 distrik ini sebesar 15 GT, dan masih didominasi oleh kapal kayu sebanyak 65% dari data yang didapatkan. Studi ini meneliti tentang pengembangan klaster galangan industri di Timor Leste dengan metode Analytical Hierarchy Process dan bantuan software dalam menentukan pembobotan dalam penentuan lokasi distrik berdasarkan kriteria fasilitas, sumber daya manusia, material, keuangan, dan teknologi berdasarkan data kapal di 5 Distrik yaitu Dili, Liquica, Lospalos, Manu-fahi, dan Covalima. Dari pembobotan ini didapatkan distrik yang sesuai untuk pembangunan klaster sesuai kriteria yaitu Distrik Dili. Kemudian dianalisa kembali dengan metode yang sama untuk penentuan lokasi dengan kriteria ketersediaan lahan, lokasi, bahan baku, harga tanah, dan kecukupan infrastruktur dengan pilihan 2 lokasi yaitu Suco Hera dan Suco Metinaro. Dari software didapatkan lokasi yang sesuai berdasarkan pembobotan dan kriteria tersebut yaitu lokasi Hera, Dili. Sehingga dipilihlah lokasi Hera sebagai galangan kapal fiber dan lokasi Metinaro sebagai galangan kapal kayu. Pada kedua lokasi ini dilakukan analisa teknis untuk mendapatkan kebutuhan fasilitas, tenaga kerja, peralatan, dan layout dari galangan ini. Dari Analisa teknis tersebut didapatkan bahwa kapasitas galangan yaitu sebesar 15 GT. Dari kondisi galangan di Timor Leste, didapatkan strategi pengembangan usaha yang meliputi pelatihan dan peningkatan kualitas tenaga kerja, peningkatan produktivitas nelayan, pembangunan tempat pelelangan ikan, serta melakukan ekspansi bisnis menjadi galangan reparasi dan penyewaan dermaga. Selain itu dilakukan analisa ekonomis sehingga didapatkan dalam pembangunan galangan ini, memerlukan total biaya investasi sebesar Rp 11.625.240.000 untuk biaya investasi tanah dan bangunan, sarana pokok, dan fasilitas galangan. Pendapatan dari penjualan kapal sebanyak Rp 662.202.145 untuk 1 Kapal Fiber dan Rp 615.582.660 untuk 1 kapal kayu. Dengan target 12 kapal per tahunnya diketahui bahwa total pendapatan yang didapatkan pada tahun 2027 yaitu sebesar Rp 40.955.444.195.

Timor Leste has very abundant biodiversity because Timor Leste is surrounded by waters that have enormous potential for marine products. However, this wealth has not been maximized properly because fishermen still do not have boats with modern technology where there are 116 boats in 5 districts namely Dili, Liquica, Lospalos, Manu-fahi, and Covalima which still use oars as their main propulsion. Based on the data, the average ship size in these 5 districts is 15 GT, and is still dominated by wooden ships as much as 65% of the data obtained. This study examines the development of industrial shipyard clusters in Timor Leste using the Analytical Hierarchy Process method and software assistance in determining the weighting in determining district locations based on criteria for facilities, human resources, material, finance, and technology based on ship data in 5 districts, namely Dili, Liquica. , Lospalos, Manu-fahi, and Covalima. From this weighting, the districts that are suitable for cluster development according to the criteria are Dili District. Then it was re-analyzed with the same method for determining the location with the criteria of land availability, location, raw materials, land prices, and infrastructure adequacy with a choice of 2 locations, namely Suco Hera and Suco Metinaro. From the software, the appropriate location was obtained based on the weighting and criteria, namely the location of Hera, Dili. So the location of Hera was chosen as a fiber shipyard and the location of Metinaro as a wooden shipyard. At these two locations, technical analysis was carried out to obtain the needs for facilities, labor, equipment, and layout of this shipyard. From the technical analysis, it was found that the shipyard capacity is 15 GT. From the condition of the shipyards in Timor Leste, a business development strategy was obtained which includes training and improving the quality of the workforce, increasing the productivity of fishermen, building fish auction sites, and expanding the business into dock repair and leasing. In addition, an economic analysis was carried out so that the construction of this shipyard required a total investment cost of Rp. 11.625.240.000 for the investment costs of land and buildings, basic facilities, and shipyard facilities. Revenue from the sale of vessels are Rp 662.202.145 for 1 fiber boat and Rp 615.582.660 for 1 wooden boat. With a target of 12 ships per year, it is known that the total revenue obtained in 2027 is Rp. 40.955.444.195
