Abstract
Pelaksanaan perawatan dan perbaikan kapal barang dalam aturan Biro Klasifikasi Indonesia (BKI) dilaksanakan sebanyak dua kali docking survey untuk mempertahankan kelas. Sementara, perbaikan di atas dok untuk kapal penumpang dilakukan setiap tahunnya dalam periode Annual Survey karena berkenaan dengan keselamatan dan keamanan penumpang. Pelaksanaan perbaikan kapal sejauh ini masih berpotensi menyebabkan terjadinya pencemaran lingkungan. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis teknologi alternatif dan prosedur aplikatif yang mendukung konsep reparasi ramah lingkungan. Selain itu, dianalisis pula mengenai perbandingannya dengan prosedur reparasi yang eksisting dari teknis dan pembiayaan yang dibutuhkan. Metode analisis ini diawali dengan penentuan prioritas aktivitas reparasi kapal dengan penilaian RPN dan pengambilan kuesioner pekerja galangan kapal. Selanjutnya dilakukan analisis teknis dan biaya – manfaat terhadap setiap kemungkinan teknologi alternatif dan SOP justifikasi ramah lingkungan. Berdasarkan analisis yang dilakukan, didapatkan hasil bahwa potensi pencemaran yang dapat diantisipasi adalah sejumlah 8 potensi umum seperti pencemaran udara dari media silika sandblasting, tumpahan minyak pelumas dan cat, serta sebagainya. Adapun justifikasi yang diberikan adalah terkait penggantian media blasting, prosedur penampungan limbah, prosedur real time monitoring untuk oil and gas free, dan lainnya. Dalam perhitungan investasi teknologi ramah lingkungan yang dilakukan, konsep reparasi ramah lingkungan ini membutuhkan biaya sebesar Rp521.205.000,00. Pembiayaan diakumulasikan dalam jangka waktu 1 tahun termasuk perawatan dengan konsep pembelian ulang kelengkapan yang mengalami kerusakan. Sementara, pembiayaan konsep justifikasi juga disimulasikan pada kegiatan reparasi kapal tanker sebesar 402 DWT. Berdasarkan simulasi tersebut, didapatkan data penambahan biaya sekitar Rp28.600.000,00 yang dibebankan kepada Owner untuk menerapkan konsep ini. Maka dari itu, penerapan konsep reparasi ramah lingkungan ini dapat mengurangi potensi pencemaran lingkungan, bahaya keselamatan kerja, dan biaya kompensasi pencemaran di galangan kapal.

The implementation of cargo ship maintenance and repair under the rules of the Indonesian Classification Bureau (BKI) is carried out twice as docking survey to maintain class. Meanwhile, repairs on the docks for passenger ships are carried out annually in one period of Annual Survey due to the safety and security of passengers. The implementation of ship repairs so far still has the potential to cause environmental pollution. This study aims to identify and analyze alternative technologies and applicable procedures that support the concept of environmentally friendly repairs. In addition, it also analyzes its comparison with existing repair procedures from the technical and financing requirements needed. This analysis starts with determining the priority of repairs’ job activity by assessing the RPN and taking the shipyard worker's questionnaire. Then, the analysis is about technical and benefit-cost analysis of every alternative technology and the eco-friendly justification procedure that may be applied. Based on the study, the potential pollution anticipated is eight general potentials, such as air pollution from silica sandblasting media and spills of lubricating oil and paint. The justification is replacing blasting media, waste collection procedures, real-time monitoring procedures for free oil and gas, and others. By calculating the investment of eco – friendly technology, this environmentally–friendly ship repair concept requires a cost of IDR521,205,000.00. The financing accumulates within one year, including maintenance with the concept of repurchasing damaged equipment. The financing of this justification concept simulates for repair activites of a 402 DWT tanker. Based on the simulation, it obtains data for an additional cost of around IDR28,600,000.00 which given to Owner for applying this concept. Therefore, implementing this eco-friendly repair concept can reduce the potential for environmental pollution, workers' safety hazards, and pollution compensation costs in shipyards.
