Abstract

Kawasan Ekonomi Khusus (KEK) Mandalika terletak pada Provinsi Nusa Tenggara Barat telah ditetapkan menjadi tiga Kawasan Super Prioritas Nasional pada tahun 2019 berdasarkan Surat Menteri Koordinator Bidang Maritim dan Sumber Daya, sehingga KEK Mandalika diharapkan dapat meningkatkan sektor pariwisata di Indonesia terutama di Lombok. Terdapat banyak titik-titik pariwisata di KEK Mandalika, salah satu yang dijadikan andalan adalah wisata pantai dan baharinya. KEK Mandalika memiliki kawasan wisata seluas 1.035,67 Ha dengan pemandangan pantai dan laut yang indah dan menghadap langsung dengan Samudra Hindia. Oleh karena itu, pemilihan floating resort diharapkan menjadi referensi dengan menggunakan hybrid renewable energy source, panel surya sebagai alternatif kebutuhan listrik dan rain harvesting sebagai alternatif freshwater pada kapal. Kondisi geografis yang dipilih untuk lokasi floating resort dengan tinggi gelombang tergolong rendah-sedang 0 – 2.5 m, kedalaman 12 m, kecepatan angin 8 knot dan dekat dengan Pantai Kuta Mandalika. Payload luasan yang didesain sebesar 1289.4 m2 untuk 54 orang pengunjung dengan 12 orang crew. Setelah melakukan analisis teknis didapatkan ukuran utama floating resort yaitu LoA: 40 m; B: 13 m; H: 3.6 m; dan T: 2.6 m. Kemudian dilanjutkan dengan mendesain lines plan, general arrangements, dan safety plan disertai desain model 3D. Floating resort akan dibangun dengan biaya pembangunan sebesar Rp. 30.174.353.809 dan biaya operasional Rp. 7.908.764.925. Hasil perhitungan kelayakan investasi didapatkan untuk nilai net present value (NPV) Rp. 22.983.558.531, nilai internal rate return (IRR) 18%, dan payback period selama 8 tahun 5 bulan 20 hari.

The Mandalika Special Economic Zone (SEZ) located in West Nusa Tenggara Province has been designated as three National Super Priority Areas in 2019 based on the Letter of the Coordinating Minister for Maritime Affairs and Resources, so that the Mandalika SEZ is expected to increase the tourism sector in Indonesia, especially in Lombok. There are many tourism points in the Mandalika SEZ, one of which is the mainstay of coastal and marine tourism. KEK Mandalika has a tourist area of 1,035.67 hectares with a beautiful beach and sea views and faces directly to the Indian Ocean. Therefore, the selection of floating resorts is expected to be a reference by using hybrid renewable energy sources, solar panels as an alternative to electricity needs, and rain harvesting as an alternative to freshwater on ships. The geographical conditions chosen for the floating resort location with wave heights are classified as low-medium 0 – 2.5 m, 12 m depth, 8 knots wind speed, and close to Kuta Mandalika Beach. The designed payload area is 1289.4 m2 for 54 visitors with 12 crew members. After conducting a technical analysis, the main sizes of floating resorts are obtained, namely LoA: 40 m; B: 13m; H: 3.6m; and T: 2.6 m. Then proceed with designing lines plans, general arrangements, and safety plans accompanied by 3D model designs. The floating resort will be built with a construction cost of Rp. 30,174,353,809 and operating costs Rp. 7,908,764,925. The results of the calculation of investment feasibility obtained for the net present value (NPV) of Rp. 22,983,558,531, internal rate return (IRR) 18%, and payback period for 8 years 5 months 20 days.
