Abstract

Pengelolaan kawasan konservasi berbasis partisipasi masyarakat merupakan pendekatan penting dalam mendukung keberlanjutan wisata alam. Kebun Raya Mangrove Gunung Anyar Surabaya memiliki potensi sebagai kawasan edukatif dan rekreatif, namun tingkat keterlibatan masyarakat dalam pengelolaannya belum optimal. Penelitian ini bertujuan mengetahui tingkat partisipasi masyarakat, menganalisis dampaknya terhadap keberlanjutan ekonomi, lingkungan, dan sosial, serta merumuskan strategi penguatan partisipasi melalui analisis SWOT-TOWS. Penelitian menggunakan metode kualitatif deskriptif melalui wawancara, observasi, studi literatur, dan dokumentasi, dengan analisis interaktif dan triangulasi sumber. Hasil penelitian menunjukkan bahwa masyarakat terlibat dalam pengelolaan stan kuliner, penyediaan jasa susur sungai, pemanduan, kebersihan, dan penyediaan produk UMKM. Penelitian menunjukkan bahwa dalam Model Partisipasi Wilcox, kelompok pedagang dan pengunjung berada pada level acting together, kelompok nelayan dan petani mangrove pada level consultation, serta sebagian pengelola merchandise shop mencapai level deciding together. Partisipasi ini masih bersifat teknis karena belum ditopang kelembagaan formal, namun tetap berkontribusi pada keberlanjutan kawasan melalui peningkatan pendapatan (aspek ekonomi), penguatan solidaritas dan kerja sama komunitas (aspek sosial), serta dukungan terhadap konservasi melalui kebersihan dan edukasi pengunjung (aspek lingkungan). Analisis SWOT-TOWS merekomendasikan pembentukan kelembagaan, peningkatan kapasitas melalui pelatihan manajemen wisata dan promosi digital, serta penguatan kolaborasi antara UPT, pemerintah, dan UMKM. Penelitian juga menekankan perlunya forum konsultasi rutin serta peninjauan tarif masuk oleh UPT Kebun Raya Mangrove dan Pemerintah Kota Surabaya yang menimbulkan kekhawatiran bagi pelaku usaha agar partisipasi masyarakat tetap stabil dan pengelolaan kawasan berkelanjutan

Community-based conservation area management is an important approach in supporting sustainable nature tourism. The Gunung Anyar Surabaya Mangrove Botanical Garden has the potential to be an educational and recreational area, but the level of community involvement in its management is not yet optimal. This study aims to determine the level of community participation, analyze its impact on economic, environmental, and social sustainability, and formulate strategies to strengthen participation through SWOT-TOWS analysis. The study uses a descriptive qualitative method through interviews, observations, literature studies, and documentation, with interactive analysis and source triangulation. The results show that the community is involved in managing food stalls, providing river tours, guiding, cleaning, and supplying MSME products. The study shows that in the Wilcox Participation Model, the trader and visitor groups are at the acting together level, the fisherman and mangrove farmer groups are at the consultation level, and some merchandise shop managers have reached the deciding together level. This participation is still technical in nature because it is not yet supported by formal institutions, but it still contributes to the sustainability of the area through increased income (economic aspect), strengthening community solidarity and cooperation (social aspect), and support for conservation through cleanliness and visitor education (environmental aspect). The SWOT-TOWS analysis recommends the establishment of institutions, capacity building through tourism management training and digital promotion, and strengthening collaboration between the Technical Implementation Unit (UPT), the government, and UMKM. The study also emphasizes the need for regular consultation forums and a review of entrance fees by the UPT Kebun Raya Mangrove Gunung Anyar and the Surabaya City Government, which have caused concern among business actors, so that community participation remains stable and area management is sustainable.
