Abstract

Kawasan perbelanjaan di Jalan Kapasan dan Kenjeran Surabaya adalah salah satu pusat perbelanjaan yang masih tinggi tingkat eksistensinya di Surabaya. Dan juga dengan minimnya angkutan umum massal yang handal dari dan menuju lokasi tersebut, maka pengguna cenderung menggunakan kendaraan pribadi sehingga berdampak pada meningkatnya kebutuhan parkir. Di sepanjang ruas jalan tersebut tidak diimbangi dengan fasilitas parkir yang memadai, terlihat dari masyarakat yang memanfaatkan badan jalan sebagai lokasi parkir tanpa menghiraukan larangan parkir yang ada. Terlebih masyarakat Kota Surabaya cenderung belum terbiasa menggunakan fasilitas off-street parking. Oleh karena itu diperlukan suatu kajian dengan memperhatikan karakteristik yang mempengaruhi parkir untuk mengetahui fasilitas parkir seperti apa yang diperlukan dan diharapkan oleh pengguna parkir berdasar perilaku dan preferensi penggunanya. Penelitian ini bertujuan untuk menilai aktivitas parkir berdasarkan kinerja jalan, karakteristik responden dan mengidentifikasi pendapat pengguna dalam memilih parkir dan mengambil keputusan untuk berpindah ke off-street parking. Off-street parking merupakan salah satu usaha untuk mengurangi kegiatan on-street parking pada lokasi studi serta sebagai prasarana penunjang terciptanya sistem transportasi yang berkelanjutan untuk mencapai sustainable development goals poin 11 yaitu sustainable cities and communities. Pengumpulan data dilakukan dengan survei wawancara terkait preferensi responden dalam memilih lokasi parkir. Kemudian analisis karakteristik secara deskriptif, analisis preferensi responden untuk bepindah ke off-street parking serta analisis probabilitas perpindahan pengguna ke off-street parking dengan menggunakan model logit biner. Hasil penelitian menunjukkan bahwa Jalan Kapasan dan Kenjeran memiliki nilai DS>0,5 yang mengindikasikan kemacetan yang salah satunya merupakan dampak dari adanya parkir di badan jalan. Hasil analisis preferensi dan probabilitas dengan 3 kondisi off-street parking, diketahui bahwa untuk skenario tarif, faktor yang mempengaruhi preferensi responden adalah usia dengan probabilitas 94,34%, dan jarak berjalan dengan probabilitas 98,59%. Untuk skenario jarak dipengaruhi oleh faktor-faktor dengan probabilitas responden 69,99% perempuan, 66,80% pendidikan diploma, 88,89% berkunjung selama 30-45 menit, 92,86% dengan jarak berjalan sedang, 71,77% dengan kapasitas parkir yang kurang dan 68,18% dengan tarif parkir Rp. 2.000. Sedangkan skenario fasilitas dipengaruhi oleh variabel kapasitas parkir dengan probabilitas perpindahan sebesar 92,94% responden.

Shopping areas in Kapasan and Kenjeran Street are one of the maze centers that still has a high presence in Surabaya. And also with the limited of reliable mass public transportation in this area, users tend to use private vehicles so that is also increaseing parking needs. However, there are no adequate parking facilities along these roads. This can be seen from the people who use the road as a parking location and ignored the parking ban. Besides that, Surabaya’s people are not accustomed to using off-street parking facilities. Therefore, a study is needed by paying attention to the characteristics that are important to find out parking facilities as needed and expected by parking users based on the behavior and preferences of their users. The purpose of this study is to assess parking activities based on the performance, characteristics and origins of users in choosing and making decisions to move to off-street parking facilities along Kapasan and Kenjeran roads, Surabaya. Off-street parking is one of the efforts to reduce congestion and supporting facilities to reach a sustainable transportation system to achieve sustainable development goals point 11, namely sustainable cities and communities. Data was collected by means of questionnaires and surveys related to people's preferences in choosing parking locations. Then a descriptive analysis was carried out, an analysis of people's preferences for moving to off-street parking facilities and an analysis of the displacement of off-street parking users using the binary logit model. The results of this study indicate that Jalan Kapasan and Kenjeran have DS>0.5 that means the congestion, and the parking was make things worse. Based on the results of preference and probability analysis with 3 off-street parking conditions offered, it is known that for the tariff scenario, the factors that influence the respondent's preferences are age with a probability of 98,59%, walking distance with a probability of 86.37%. for distance scenario are determined by factors with the probability of respondents being 69.99% female, 66.80% diploma education, 88.89% visiting for 30-45 minutes, 92,86% with moderate walking distance, 71.77% with capacity less parking and 68.18% with a parking rate of Rp. 2.000. While the facility scenario is influenced by the variable parking capacity with 92.94% of respondents with the opinion insufficient parking capacity who are willing to move to off-street parking.
