Abstract

Kabupaten Jember memiliki 65 (enam puluh lima) destinasi wisata dan sektor pariwisata termasuk salah satu sektor yang terus dikembangkan menurut RTRW Kabupaten Jember tahun 2015 – 2035. Namun dalam pengembangannya terdapat salah satu permasalahan yaitu pada kurangnya informasi yang memadai mengenai aksesibilitas pada rute perjalanannya. September 2021 Bupati Jember meresmikan angkutan wisata Kabupaten Jember dengan arahan untuk memaksimalkan potensi wisata edukasi. Oleh karena itu pada penelitian ini dilakukan pemeringkatan potensi objek wisata edukasi berdasarkan parameter aksesibilitas, amenitas, dan atraksi menggunakan metode Analytical Hierarchy Process serta perencanaan rute alternatif tercepat angkutan wisata untuk wisata edukasi menggunakan Network Analysis dengan menjabarkan waktu tempuh, asumsi lama berwisata, dan skenario situasi objek wisata. Berdasarkan penelitian yang dilakukan diperoleh bobot kriteria aksesibilitas 0,60, kriteria amenitas 0,27 dan kriteria atraksi 0,13. Dari pengolahan parameter tersebut diperoleh objek wisata edukasi dengan kategori potensi tinggi yaitu Agrowisata Pusat Penelitian Kopi dan Kakao Jember, Taman Botani Sukorambi, dan Jember Mini Zoo serta untuk kategori objek wisata edukasi dengan potensi kurang meliputi Tanoker, Museum Tembakau, dan Situs Duplang. Kemudian didapatkan 3 rute alternatif angkutan wisata dengan masing-masing rute melalui 2 objek wisata edukasi yang berbeda. Rute pertama yaitu Masjid Jami’ Al-Baitul Amien – Museum Tembakau Jember – Agrowisata Pusat Penelitian Kopi dan Kakao Jember - Masjid Jami’ Al-Baitul Amien dengan jarak tempuh 41,5 Km, total durasi waktu tempuh rute dan asumsi lama berwisata 7 jam 7 menit. Untuk rute kedua yaitu Masjid Jami’ Al-Baitul Amien – Situs Duplang – Jember Mini Zoo - Masjid Jami’ Al-Baitul Amien dengan durasi total waktu tempuh perjalanan dan asumsi lama berwisata 7 jam 41 menit serta arak tempuh 39 Km. Sementara rute ketiga yaitu Masjid Jami’ Al-Baitul Amien – Tanoker – Taman Botani Sukorambi - Masjid Jami’ Al-Baitul Amien dengan durasi total waktu tempuh perjalanan dan asumsi lama berwisata 7 jam 40 menit serta jarak tempuh 59,9 Km.

Jember Regency has 65 tourist destinations. The tourism sector is one of the sectors that continue to be developed according to the Spatial Planning Regulation (RTRW) of Jember Regency in 2015 – 2035. However, there is one problem with its development. It's the lack of sufficient information regarding accessibility on the travel route. In September 2021, The Regent of Jember announced officially the Jember Regency Tourism Transport with a purpose to maximize the potential of educational tourism. Therefore, in this study, a ranking of the potential of educational tourism objects was carried out based on the parameters of accessibility, amenities, and attractions according to attractions according to Minister of Tourism Regulation Number 5 2017 using the Analytical Hierarchy Process method and planning fastest alternative routes of tourism transport for educational tourism using Network Analysis with travel time, tour time assumptions, and tourism object situation scenarios. Based on the research conducted, the weight of the accessibility criteria is 0.60, the amenities criteria is 0.27 and the attraction criteria is 0.13. From the processing of these parameters, educational tourism with the high potential category are Agrowisata Pusat Penelitian Kopi dan Kakao Jember, Taman Botani Sukorambi, and Jember Mini Zoo, and the category of educational tourism with low potential include Tanoker, Museum Tembakau, and Situs Duplang. Then it's obtained into 3 alternative routes of tourism transport with each route passing two different educational tourism objects. The first route is Masjid Jami’ Al-Baitul Amien – Museum Tembakau Jember – Agrowisata Pusat Penelitian Kopi dan Kakao Jember - Masjid Jami’ Al-Baitul Amien with 41.5-kilometer distance, the total duration of travel time and the assumption of tour time is 7 hours 7 minute. The second route is Masjid Jami’ Al-Baitul Amien – Situs Duplang – Jember Mini Zoo - Masjid Jami’ Al-Baitul Amien with the total travel time duration and tour time assumption is 7 hours 41 minutes and 39-kilometer travel distance. While the third route is Masjid Jami’ Al-Baitul Amien – Tanoker – Taman Botani Sukorambi - Masjid Jami’ Al-Baitul Amien with the total duration of travel time and tour time assumption is 7 hours 40 minutes with 59.9-kilometer distance.
