Abstract

Kereta Api Trans Sulawesi rute Makassar – Parepare direncanakan akan mulai beroperasi pada oktober 2022, namun hingga kini belum diketahui pasti besaran tarif perjalanan yang akan diberlakukan pada rute Makassar - Parepare. Saat ini perjalanan Makassar – Parepare dapat ditempuh dengan menggunakan mobil penumpang dengan tarif berkisar antara 60.000 - 70.000 dan waktu tempuh ± 4 jam, sepeda motor dengan waktu tempuh ± 3-4 jam dan mobil pribadi dengan waktu tempuh ± 4. Biaya perjalanan moda sepeda motor dan mobil pribadi cukup dengan mengeluarkan biaya bahan bakar. Adanya KA Trans Sulawesi diharapkan pengguna jasa mobil penumpang, mobil pribadi maupun sepeda motor dapat beralih menggunakan KA Trans Sulawesi. Penelitian ini bertujuan untuk mengetahui nilai kemampuan membayar (ability to pay) dan kesediaan membayar (willingness to pay) calon pengguna jasa. Pengumpulan data dilakukan dengan penyebaran kuesioner berdasarkan pendekatan revealed dan stated preference. Karakteristik penumpang dianalisis secara deskriptif, nilai ability to pay (ATP) dianalisis menggunakan metode household budget, dan nilai willingness to pay (WTP) dianalisis berdasarkan persepsi calon pengguna jasa. Nilai ATP dan WTP dapat digunakan untuk penentuan nilai tarif perjalanan kereta api Trans Sulawesi Dari hasil penelitian diketahui nilai probabilitas keinginan beralih dipengaruhi oleh faktor frekuensi perjalanan sebanyak 30 kali per bulan dengan nilai probabilitas sebesar 24,92%, berdasarkan tawaran kondisi kelas ekonomi (kecepatan 100 km/jam, waktu tempuh 160 menit dan tarif Rp. 100.000) dipengaruhi oleh faktor waktu tempuh pada saat ini yaitu 240 menit dengan nilai probabilitas sebesar 60,30% dan berdasarkan kondisi kelas eksekutif (kecepatan 100 km/jam, waktu tempuh 120 menit dan tarif Rp. 160.000) probabilitas dipengaruhi oleh faktor waktu tempuh pada saat ini yaitu 240 menit dengan nilai probabilitas sebesar 83,49%. Nilai kemampuan membayar (ability to pay) sebesar Rp. 144.279 dan nilai kesediaan membayar (willingness to pay) sebesar Rp. 61.426.

The Trans Sulawesi Railway Makassar - Parepare route will start operating in October 2022. Until now, it is not known for sure the number of travel fares that will use for the Makassar - Parepare route. Now, Makassar – Parepare trips that used by passenger cars with fares ranging from 60,000 - 70,000 and a travel time of ± 4 hours, motorbikes with a travel time of ± 3-4 hours, and private cars with a travel time of ± 4. Travel costs the mode of motorbikes and private cars is enough to pay for fuel. With the Trans Sulawesi train, it is hoped that users of passenger cars, private cars, and motorcycles can switch to using the Trans Sulawesi train. This study aims to determine the value of the ability to pay (ability to pay) and willingness to pay (willingness to pay) prospective service users. The research data was obtained through questionnaires based on revealed and stated preference approaches. Passenger characteristics were analyzed descriptively, the ability to pay (ATP) value was analyzed using the household budget method, and the willingness to pay (WTP) value was analyzed based on the perception of prospective service users. ATP and WTP values to determine the value of the Trans Sulawesi train fare. The results show that the probability of switching desires is influenced by trip frequency 30 times a month, with a probability value of 24.92%. Based on the economy class conditions (speed 100 km/hour, travel time 160 minutes, and price Rp. 100,000), the probability is influenced by the travel time of 240 minutes with a probability value of 60.30% and based on the executive class conditions(speed 100 km/hour, travel time 120 minutes and price Rp. 160,000) the probability is influenced by the travel time 240 minutes with a probability value of 83,49%. The value of the ability to pay (ability to pay) is Rp. 144,279, and the value of willingness to pay is Rp. 61,426.
