Abstract

Corona Virus Disease (Covid-19) terjadi pertama kali dideteksi di China pada Desember 2019, penyebaran terjadi ke berbagai negara di dunia tidak terkecuali di Indonesia. Berbagai sektor usaha terdampak oleh pandemi Covid-19 termasuk pada sektor konstruksi. Kondisi ketidakpastian yang tinggi yang perlu disikapi bagi pelaku jasa konstruksi di Indonesia. Kemungkinan risiko tinggi atau dampak siginifikan yang timbul belum teridentifikasi secara detail. Perlu juga diketahui sumber penyebab dari risiko yang termasuk kategori tinggi, sebagai dasar dalam perumusan upaya respon terhadap kondisi pandemi jika terus berlanjut. Dalam penelitian ini, kuesioner disebarkan kepada responden pelaksana konstruksi selaku penyedia jasa/kontraktor BUMN yaitu para pelaku di bidang konstruksi dari tingkat Production Manager, Risk manager, Project Manager, Site Contract Administration Manager dan Risk officer. Metode yang digunakan adalah metode kualitatif-kuantitatif dengan alat analisis instrumen kuesioner skala semantik diferensial, analisis tingkat risiko dan diagram bow tie. Dari 44 risiko didapatkan 38 risiko teridentifikasi relevan. Selanjutnya dilakukan analisis tingkat risiko terhadap aspek biaya, mutu, waktu dan gabungan dari ketiga aspek tersebut yang bertujuan untuk menilai skor tingkat risiko dan mengklasifikasikan kategori risiko dalam matriks probabilitas dan dampak. Risiko yang termasuk dalam kategori tingkat risiko tinggi dalam setiap bagian analisis seluruhnya berjumlah 4 risiko, yaitu 2 risiko negatif/ancaman dan 2 risiko positif/peluang. Analisis diagram bow tie digunakan untuk menganalisis tahap sebelumnya. Terdapat 6 sumber penyebab risiko Keterlambatan penyelesaian proyek dan 5 sumber penyebab risiko Finansial/likuiditas dan keterlambatan pembayaran dari hasil kompilasi setiap diagram bow tie. Perumusan konsep upaya respon pandemi didapatkan dari informasi pakar yang diperoleh dari wawancara berdasarkan hasil analisis tingkat risiko dan bow tie. Konsep upaya respon yang dihasilkan antar lain melakukan efisiensi biaya konstruksi, restrukturisasi modal usaha dan percepatan pembayaran rekanan, penerapan protokol kesehatan dilingkungan proyek, dan mengajukan klaim/biaya tambah kepada pengguna jasa.

In December 2019, Corona Virus Disease (Covid-19) was firstly detected in China. The spread of coronavirus in Indonesia and other countries. Business sectors have been affected by the Covid-19 pandemic, especially for construction sector in Indonesia. Uncertainty conditions need to be enhanced by construction’s stakeholder in Indonesia. Significant risk and detail impact have not been identified and need to be explored the cause of the risk that is categorize as high, as a basis for formulating efforts to respond and evaluation if continuously pandemic has occurred. Some of questionnaires respondent’s background in this research are from State-Owned Enterprises professional of construction such us Production Manager, Risk Manager, Project Manager, Site Contract and Administration Manager and risk officer. The method used in this research is qualitative-quantitative methods, analyzed by semantic differential, risk level analysis, and bow tie diagrams. In this study, questionnaires were distributed to respondents who contributed on construction project. The results were 38 of 44 risks identified as relevant categories. Furthermore, an analysis of risk levels due to aspects of cost, quality, time, and a combination of these three aspects which aims to assess risk level score and classify the risk categories in the probability and impact matrix. There were 4 risks as highest risk categories, 2 negative risks/threats and 2 positive risks/opportunities. Bow Tie diagram as an analysis of the top event result of previous stage. The result of bow tie diagram were 6 risk sources of project completion delays risk category and 5 risk sources of financial/liquidity and late of payments risk category. The formulation of response efforts concept of pandemic condition was obtained by interviewing construction professional expert based on the results of risk level analysis and Bow Tie diagrams. Which were construction cost efficiency, capital/financial restructuring and past due debt payment, implementation of health protocols in the project, and proposed claims of additional operating costs during pandemic to project’s owner.
