Abstract

Sebagai ibukota Provinsi Aceh, Kota Banda Aceh menjadi pusat pemerintahan, perekonomian, pendidikan, dan kesehatan. Salah satu fasilitas kesehatan utama yang dikelola Pemerintah Provinsi Aceh, yaitu Rumah Sakit Umum Daerah dr. Zainoel Abidin Aceh (RSUDZA), juga terletak di Kota Banda Aceh. RSUDZA merupakan rumah sakit Kelas A Pendidikan yang memiliki kompetensi dan fasilitas pelayanan medik sesuai standar yang berlaku sesuai aturan Kementerian Kesehatan. Dengan demikian, RSUDZA memiliki jumlah pengunjung yang tinggi dengan pasien rujukan dari berbagai daerah di wilayah Provinsi Aceh. Hal ini menyebabkan terjadinya mobilitas yang tinggi pula, terutama karena letak strategis rumah sakit di salah satu jalan utama Kota Banda Aceh. Berdasarkan kondisi yang ada, perlu dilakukan analisis fasilitas parkir guna mengetahui gambaran kapasitas parkir serta kebutuhan ruang parkir yang ada. Tugas Akhir ini menggunakan metode studi literatur dan survei lapangan untuk melakukan pengumpulan data. Data yang dibutuhkan dalam analisa parkir adalah data primer yang terdiri dari data kendaraan yang keluar dan masuk lahan parkir RSUDZA serta data kendaraan yang parkir di lokasi on-street sedangkan data sekunder terdiri dari data jumlah bed, dan lay-out parkir eksisting RSUDZA. Analisa parkir yang dilakukan merujuk pada “Pedoman Perencanaan dan Pengoperasian Fasilitas Parkir Direktorat Bina Sistem Lalu Lintas Angkutan Kota 1998”, serta beberapa referensi lainnya. Dari hasil pengolahan data tersebut menggunakan bantuan program aplikasi Microsoft Excel didapatkan jumlah demand pengguna fasilitas lahan parkir mobil sebesar 166 kendaraan dengan mempertimbangkan dua kondisi parkir yaitu off-street dan on-street. Dari demand tersebut direncanakan gedung parkir yang dapat menampung 190 mobil dengan jumlah 1 lantai dasar dan 6 lantai parkir Dengan ada nya tugas akhir ini penulis berharap dapat memberikan alternatif atas masalah yang terjadi pada penyediaan lahan parkir di Rumah Sakit Umum dr. Zainoel Abidin Aceh (RSUDZA) agar dapat menampung kendaraan yang tidak mendapatkan lahan parkir, sehingga mobilitas pada pengguna fasilitas Rumah Sakit dapat berjalan dengan lancar. Dari hasil analisis direncanakan gedung parker dengan 1 lantai dasar dan 6 lantai yang dapat menampung 190 mobil.

As the provincial capital, Banda Aceh is the centre of government, economy, education, and health. One of the main health facilities managed by the Aceh Government, known as Rumah Sakit Umum Daerah dr. Zainoel Abidin or Regional General Hospital dr. Zainoel Abidin (RSUDZA), is also located in Banda Aceh. RSUDZA is a Class A Education hospital with standardized competence and medical care facilities according to the Ministry of Health regulations. Thus, RSUDZA has a high number of visitors with referral patients from various regions in the Aceh Province. This causes high mobility as well, especially because of the strategic location of the hospital on one of the main streets of Banda Aceh City. Based on the existing conditions, it is important to analyze the parking facilities in order to determine the description of parking capacity and the need for existing parking spaces. This final project uses literature study and field survey methods to collect data. The data needed in parking analysis is primary data which consists of data on vehicles leaving and entering the RSUDZA parking lot while secondary data consists of data on the number of beds, the number of patients, and the lay-out of the existing parking lot of RSUDZA. The parking analysis carried out refers to "Guidelines for Planning and Operation of Parking Facilities, 1998 Directorate of City Transport Traffic System", as well as several other references. From the results of the data processing using the help of the Microsoft Excel application program researcher obtained the number of demand prospective users of private car parking facilities of 166 vehicles by considering 2 condition parking which are off-street and on-street. From this demand researcher planned the parking building that can accommodate 190 cars with a total of 1 ground floor and 6 floors of parking.With this final project the author hopes to provide an alternative to the problems that occur in the provision of parking spaces at the General Hospital dr. Zainoel Abidin Aceh (RSUDZA) in order to accommodate vehicles that do not have parking spaces, so that the mobility of hospital facility users can run smoothly. From this researcher planned the parking building with a total of 1 ground floor and 6 floors of parking that can accommodate 190 cars.
