Abstract
Wethan Wonderland di Surabaya merupakan salah satu kampung tematik yang menerapkan konsep ekonomi sirkular untuk mengatasi berbagai permasalahan, seperti permukiman kumuh akibat genangan air yang disebabkan oleh wilayah yang belum seluruhnya dipaving, serta permasalahan penumpukan sampah. Kondisi lingkungan yang kurang tertata juga menyebabkan sebagian area kampung dimanfaatkan sebagai tempat pembuangan sampah oleh pihak luar. Pengelolaan kampung berbasis ekonomi sirkular ini memanfaatkan limbah sebagai bahan baku untuk produk bernilai guna, seperti kerajinan tangan dan dekorasi kampung, sekaligus meningkatkan kesadaran masyarakat terhadap pengelolaan lingkungan dan mendorong partisipasi warga dalam praktik pembangunan yang berkelanjutan. Penelitian ini bertujuan untuk menganalisis bentuk kegiatan ekonomi sirkular yang diimplementasikan pada kampung Wethan Wonderland, dampak penerapan ekonomi sirkular yang diimplementasikan ada pengembangan Wethan Wonderland, serta mengidentifikasi faktor pendukung dan penghambat yang memengaruhi pengembangan Wethan Wonderland. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Data penelitian dikumpulkan melalui wawancara mendalam, observasi langsung, serta analisis literatur. Pemilihan informan menggunakan teknik purposive sampling. Informan penelitian meliputi pengelola Wethan Wonderland, Kelurahan Banjar Sugihan, Dinas Pariwisata Kota Surabaya, dan pengunjung. Keterbaruan penelitian ini terletak pada fokus analisis integrasi antara pendekatan ekonomi sirkular di lingkungan perkotaan. Hasil penelitian ini menunjukkan bahwa bentuk kegiatan ekonomi sirkular yang diimplementasikan pada kampung Wethan Wonderland adalah pengolahan sampah organik, sampah anorganik, bank sampah, serta pemanfaatan limbah menjadi dekorasi kampung dan produk kreatif. Implementasi penerapan ekonomi sirkular tersebut berdampak pada peningkatan kebersihan lingkungan, membuka peluang UMKM, serta memperkuat kesadaran dan partisipasi masyarakat. Hasil penelitian ini juga menemukan faktor yang mendukung keberhasilan implementasi ekonomi sirkular di Wethan Wonderland adalah partisipasi warga, bantuan pemerintah, dan kolaborasi lintas sektor yang mampu menjaga keberlanjutan program. Sedangkan, faktor penghambatnya adalah dukungan warga yang belum optimal terhadap pengembangan kampung Wethan Wonderland, keterbatasan dana, dan keterbatasan penggunaan lahan. Penerapan ekonomi sirkular di Wethan Wonderland terbukti efektif menciptakan lingkungan yang lebih bersih, meningkatkan ekonomi lokal, memperkuat solidaritas warganya, dan dapat menjadi model pengembangan kampung berkelanjutan di kawasan perkotaan.

Wethan Wonderland in Surabaya is a thematic village that applies the concept of a circular economy to address various problems, such as slums due to waterlogging caused by areas that are not fully paved, and the problem of waste accumulation. Poorly organized environmental conditions also cause some areas of the village to be used as waste disposal sites by outsiders. This circular economy-based village management utilizes waste as raw material for useful products, such as handicrafts and village decorations, while simultaneously increasing public awareness of environmental management and encouraging citizen participation in sustainable development practices. This study aims to analyze the forms of circular economy activities implemented in the Wethan Wonderland village, the impact of the circular economy implementation implemented in the development of Wethan Wonderland, and identify supporting and inhibiting factors that influence the development of Wethan Wonderland. This study uses a qualitative research method with a case study approach. Research data were collected through in-depth interviews, direct observation, and literature analysis. Informants were selected using a purposive sampling technique. Research informants included the Wethan Wonderland management, the Banjar Sugihan Village, the Surabaya City Tourism Office, and visitors. The novelty of this research lies in its focus on analyzing the integration of circular economy approaches in urban environments. The results of this study indicate that the forms of circular economy activities implemented in the Wethan Wonderland village include processing organic waste, inorganic waste, a waste bank, and utilizing waste to create village decorations and creative products. The implementation of the circular economy has an impact on improving environmental cleanliness, opening up opportunities for MSMEs, and strengthening community awareness and participation. The results of this study also found that factors supporting the successful implementation of the circular economy in Wethan Wonderland are community participation, government assistance, and cross-sector collaboration that can maintain the sustainability of the program. Meanwhile, inhibiting factors include suboptimal community support for the development of the Wethan Wonderland village, limited funding, and limited land use. The implementation of the circular economy in Wethan Wonderland has proven effective in creating a cleaner environment, improving the local economy, strengthening community solidarity, and can serve as a model for sustainable village development in urban areas.
