Abstract
Permasalahan transportasi seperti kemacetan, polusi udara, kecelakaan, antrian maupun tundaan biasa di jumpai dengan tingkat kualitas yang rendah maupun besar. Permasalahan tersebut sering dijumpai di beberapa kota atau kabupaten di Indonesia termasuk Kabupaten Blitar. Simpang empat Kanigoro adalah salah satu simpang bersinyal yang ada di Kabupaten Blitar yang memiliki permasalahan lalu lintas. Permasalahan yang terjadi yaitu geometri di simpang tersebut kurang ideal karena terdapat bundaran pada simpang dan berakibat pada kendaraan membutuhkan waktu yang cukup lama untuk melintasi bundaran dan mengakibatkan kendaraan pada segmen lain memiliki waktu henti yang cukup lama sehingga penggunaan waktu tidak efisien. Beberapa kendaraan besar juga mengalami kesulitan ketika melewati bundaran dikarenakan lebar jalan terpangkas dengan adanya bundaran pada tengah simpang dan membutuhkan waktu cukup lama untuk kendaraan besar melintasinya. Pada saat jam sibuk, antrian kendaraan meningkat terutama pada pagi hari dan sore hari. Dalam Tugas Akhir ini, akan dilakukan analisis dan evaluasi terhadap kinerja simpang empat Kanigoro dalam kondisi eksisting dengan menghitung kapasitas, tundaan, derajat kejenuhan, dan panjang antrian. Setelah mendapatkan hasil dari analisis dan evaluasi dalam kondisi eksisting, maka dilakukan beberapa skema perubahan desain simpang seperti memperbaiki kondisi geometrik, memperbaiki waktu sinyal atau memperbaiki manajemen lalu lintas. Skema yang digunakan dalam tugas akhir ini ada tiga alternatif yaitu, menghilangkan bundaran yang berada di tengah simpang, memperlebar salah satu segmen simpang ,dan dijadikan dua simpang tiga terkoordinasi. Selanjutnya adalah melakukan evalusi terhadap desain yang telah mengalami perubahan berdasarkan analisis yang telah diperhitungkan sebelumnya. Pada kondisi eksisting, simpang empat bersinyal di Kanigoro, Kabupaten Blitar saat jam puncak pagi dan siang memiliki tundaan sebesar 44,91 detik/smp dan 48,59 detik/smp dimana dengan nilai tersebut dengan tingkat pelayanan E. Pada saat jam puncak malam, nilai tundaan sebesar 57,21 detik/smp maka simpang pada saat jam puncak malam dianggap belum layak dengan tingkat pelayanan E. Berdasarkan hasil analisis dan evaluasi simpang pada kondisi eksisting, maka diperlukan perbaikan geometri simpang dan waktu sinyal simpang sehingga dalam 5 tahun ke depan dapat diperkirakan tundaan pada simpang bernilai 36,38-44,40 detik/smp dengan tingkat pelayanan D-E.

Transportation problems such as congestion, air pollution, accidents, queues and delays are commonly encountered with low or high quality levels. These problems are often found in several cities or regencies in Indonesia, including Kabupaten Blitar. Kanigoro intersection is one of the signalized intersections in Kabupaten Blitar which has traffic problems. The problem that occurs is that the geometry at the intersection is not ideal because there is a roundabout at the intersection and results in vehicles taking a long time to cross the roundabout and causing vehicles on other segments to have long downtime so that the use of time is not efficient. Some large vehicles also have difficulty passing the roundabout because the width of the road is reduced by the roundabout in the middle of the intersection and it takes a long time for large vehicles to cross it. During peak hours, the queue of vehicles increases, especially in the morning and evening. In this final project, an analysis and evaluation will be carried out on the performance of the Kanigoro intersection in the existing condition by calculating the capacity, delay, degree of saturation, and queue length. After getting the results from the analysis and evaluation in the existing condition, several schemes for changing the design of the intersection are carried out such as improving geometric conditions, improving signal timing or improving traffic management. The scheme used in this final project has three alternatives, namely, eliminating the roundabout in the middle of the intersection, widening one segment of the intersection, and turning it into two coordinated three intersections. Next is to evaluate the design that has undergone changes based on the analysis that has been calculated previously. In the existing condition, the signalized intersection in Kanigoro, Kabupaten Blitar
during peak hours in the morning and afternoon has a delay of 44.91 seconds/pcu and 48.59 seconds/pcu which with this value service level E. During peak hours night, the delay value is 57.21 seconds/pcu, the intersection at night peak hours is considered not feasible with service level E. Based on the results of the analysis and evaluation of the intersection in the existing conditions, it is necessary to improve the geometry of the intersection and the signal timing of the intersection so that in the next 5 years it can be estimated that the delay at the intersection is 36.38-44.40 seconds/pcu with a service level of D-E.
